[fax Unknown] Plan received date: 8 June 2004 Date of comments: 24 June 2004 Reviewer: Max Greene The early grading plan for Avinity submitted 8 June 2010 has received Engineering review. The proposed grading appears to be in accord with the preliminary site plan. The following comments will be adequately addressed prior to final approval of the early grading and water protection plan: 1. The phase 1 grading plan appears too broad in scope to provide adequate initial protection. Please show the (SB) dam construction and excavation area without the extra fill material that reduces the size of the basin for the first stage of protection. This will allow the inspector earlier approval of the initial phase. 2. The emergency spillway channel does not appear to be in accord with Std. & Spec. 3.14 for the following reasons: a. Constructed over fill material. b. Located in areas of sharp turns or bends in flow path. c. Principal spillway may be semi - permanent (installed and maintained past the useful life of 18 months) and needs to carry full 25 year storm event. 3. Basin outlet appears to empty into adjacent yard's swale at a 90% angle. Please submit an MS -19 detailed study for the outfall from the stormwater structure. 4. Proposed parking and staging area will require Std. & Spec. 3.03 (Construction Road Stabilization) shown on the plan sheet and added to narrative. 5. Basin note on plan "larger freeboard has been provided" does not appear correct. Plan appears to show minimum required freeboard in both the plan view and design. 6. Future removal of sediment basin and site grading for last building could be difficult with the current proposed location of riser and outfall pipe. This office recommends utilizing one of the proposed final outfall locations for the early grading plan to help facilitate the construction of the final construction phase. The E &SC portion of the Water Protection Bond will be determined when the ES &C plan is ready for approval. Due to the current extent of requested changes to the E &SC plan sheet and narrative, additional comments and/or conditions may be forthcoming. Engineering Review Comments Page 2 of 2 Once these comments have been addressed, please submit 2 copies (add 1 more copy if VDOT needs to review, and 1 more if mass - grading that Planning needs to review) of the revised plans, calculations, and narratives to Current Development Engineering.
