I have reviewed the plan with revision date of 5/25/10. I have the following comments:
1. Changes have been made to the landscaping and fence design. These revisions require ARB review
with an ARB re- submittal. It is recommended that the ARB submittal be made after the Special Use
Permit is reviewed/approved by the Board of Supervisors. To ensure that planting and screening
remain consistent with Entrance Corridor guidelines, the ARB's planting and screening conditions
should continue to be recommended as conditions of approval on the SP.
2. As requested by the ARB, a planting island has been added at the western end of the rental parking
row. The island lies partially within an ACSA sewer easement. If the ACSA will not approve the
island and its planting, staff will not recommend the planting island as a condition of approval.
3. 67 Nandina are shown on the plan and 64 are identified in the plant schedule. The schedule should be
revised to match the plan. However, 67 Nandina represents a large quantity of a single species at this
site. The applicant may wish to switch some of the Nandina to another species. This change can be
reviewed at the site plan/ARB review stage.
4. The tree notes on the landscape plan should be deleted and replaced with the following note: "All site
plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the
topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the
overall health of the plant."
5. There is a 130' gap in the tree line along the EC frontage, with the sign at the center. Standard
spacing for EC trees is 35' on center. The ARB may require additional trees to fill in the gap. This
issue can be resolved at the site plan/ARB review stage.
6. The fence design has been revised to corrugated metal panels with corner piers of split face block.
Material /color samples of the block and metal will be required for ARB review.
I recommend the following as conditions for the Special Use Permit:
1. The Route 29 frontage and the perimeters of parking areas shall be improved with landscaping to
meet the Entrance Corridor guidelines. The landscaping shall be shown on a plan, to be approved
with the site plan amendment. The plan shall include identification of existing trees and shrubs on
site, although trees and shrubs in the heavily wooded area on the south side of the parcel need not
be individually identified.
2. The design of the screening fence shall be subject to ARB approval. The fence shall be
supplemented with landscaping, which shall be subject to ARB approval. Sufficient area for
planting shall be provided, as determined by the ARB.
3. A planting island shall be added at the west end of the rental car parking row with plants as
determined by the ARB. The island and planting shall be shown on a plan, to be approved with
the site plan amendment.
4. Rental car spaces shall be striped.
5. Vehicles shall not be elevated.
6. Rental vehicles shall be parked only in the area indicated for rental car parking shown on the plan
entitled "Baugh Auto Body Il", identified as Sheets 1 — 4 of 6, prepared by Engineering Design
Associates, with revision date of 5/25/10. Rental car parking shall be only in designated striped
parking spaces, as identified on this plan. No parking shall occur in travelways. No sign
advertising the rental car use shall be visible from off -site locations.
7. No new chain link, barbed wire, razor wire or other similar fencing or attachments shall be added
to this site.
