Project: Woodbrook Lagoon ESC Plan (WPO- 2010 - 00035)
Plan preparer: Mr. Douglas Streaker, PE; Biohabitats of Virginia Inc.
Owner: County of Albemarle
Representative: Gregor Patsch; Office of Facilities Development, County of Albemarle
Plan received date: 11 June 2010
Date of comments: 2 July 2010
Reviewer: Phil Custer
This plan has been reviewed by Current Development staff for compliance with State Erosion and
Sediment Control Law. A review of the stormwater management concept was not performed because no
stormwater management is required. Similarly, hydraulic analyses of the proposed improvements were
also not carried out.
A. General Review Comments
1. All proposed disturbance to critical slopes shown on the plan is exempt per 18- 4.2.6.c because the
proposed construction is to provide public stormwater management improvements on a County -
owned parcel.
2. Please provide review staff with a copy of the approval from the Army Corps of Engineers for the
disturbance to the streams and wetlands onsite.
3. In the handicap parking space detail, please show at least 1% (but no more than 5%) positive
drainage from the modified roll -top curb to the gutter pan.
4. Since the proposed perpendicular parking space is off a VDOT maintained ROW, their approval
will be required. Please forward VDOT's approval to Current Development once it is received.
Since it is only one space, it may qualify as a driveway and only require a private entrance permit.
B. Erosion and Sediment Control Plan Review Comments
1. The existing topography is difficult to read which makes the review of the ESC plan problematic.
Please make the existing topography a few shades darker and show the existing drainage divides
on site. Future ESC comments may be necessary after existing grades and drainage divides are
made more decipherable.
2. The construction entrance must be at least 12' x 70' on the plan. The detail provided in the set
appears to be from another state. Please use the detail of Plate 3.02 -1 from the VESCH. Please
also provide silt fence on the downhill (south) side of the construction entrance.
3. Please provide the (MU), (PS), and (DC) symbols throughout the limits of disturbance on site.
4. Please show the existing soil boundaries within the limits of the survey. Soil information can be
obtained from the county at our GIS website.
5. An Erosion and Sediment Control narrative is required. The ESC narrative should contain the
required sections listed in DCR's VESCH.
6. Access to much of the stream work appears to be through the ditch of the VDOT outlet from
Idlewood Road. It is assumed that this channel will be damaged by construction vehicles to access
the streamwork. Please provide a typical cross - section detail for the restoration of this channel
with any necessary lining specified.

7. It appears that the timber mats are being proposed as temporary stream crossing measures. For
each of these stream crossings, please provide the standard (SC) symbol and include Plate 3 -24.1
as a detail within the construction set.
8. Please use the Virginia Silt Fence detail in place of the specifications and details provided by the
applicant.
9. The County Engineer has approved the variance to allow "Super Silt Fence" in the current
proposed applications.
10. No ESC bond will be necessary since this is a County project.
