On behalf of the Albemarle County Service Authority,Dewberry Engineers Inc. is pleased to submit for
your review and approval the final plans for the ACSA Operations Center Expansion Parking Lot
Expansion revised per three(3) sets of county comments. Eight(8) copies of the Final Design(100%)
plans signed November 12,2018 are being submitted for your review.Below are the comments along
with responses(shown in bold)that were received from your review dated September 17,2018.
1. [General Comment]Revise the title of this plan to indicate that it is a Minor
Amendment, and include the former site plan application numbers, SDP19930001 and
SDP201500013,that are being amended.
Response; Title has been revised as requested. Former application numbers have
been provided on the cover page beneath the title.
2. [General Comment]As this is a minor amendment,provide a list of all proposed changes
on the cover sheet.
Response: A list of proposed changes has been added to the cover sheet below the
sheet index.
3. [General Comment] On page 0.3,there is a note regarding the proposed stairway to look
at separate plans. There are no other plans within this application that pertain to the
stairway. It appears that this stairway may have been approved as a Letter of Revision
(LOR)in May 2018. If this is the case,please indicate the application number and
approval date for this LOR in the note on the stairway.
Response: A letter of revision(LOR#1)was approved on May 31,2018 for
revisions to SDP2015-13.
4. [32.5.2(a)] In the zoning note,include that this property is located within the Entrance
Corridor and Steep Slopes—managed overlay districts.

5. [32.5.2(b)]Include on the cover sheet the acreage of the subject parcel.
Response: Acreage has been included on cover sheet.
6. [32.5.2(a) and 4.20(a)] Please include the setbacks in the data table on the cover sheet.
In the HC Zoning District,the minimum front setback is 10' from the right-of-way. The
minimum side and rear setbacks should state,"Primary structures shall be constructed
and separated in accordance with the current edition of the Building Code."
Response: Setback information has been added to the cover sheet.
7. [32.7.3 and 4.12] On Sheet CO.3,please also include in the parking summary the number
of spaces that is required for this use.
Response: Number of required parking spaces has been added to the parking
summary on sheet CO.3.
8. [32.5.2(i)]Label the access road to this site,indicate if it is public or private,and provide
its right-of-way and pavement widths.
Response: Access road(People P1)has been labeled as requested. Spotnap Rd
adjacent to building has also been labeled.
9. [32.7.9]The plant schedule on sheet L1.1 states that there are three(3) QP, Quercus
phellos,trees proposed for the landscaping. However,on the plan on sheet L1.0,only
two (2)QP trees are shown. Please add an additional QP to the plan to match what is
shown in the plant schedule.
Response: A QP tree has been added to the plan on sheet L1.0.
10. [4.17] In the Electrical Plan on E1.0,there appears to be a tree in the proposed drive aisle
of the new parking area. Please remove this tree.
Response: Tree has been removed from plan.
11. [4.17] On sheet C3.0,the light poles proposed to be removed in the demolition plan on
C2.0 are still shown in their current locations. Please remove these existing poles from
the layout plan on sheet 3.0 since they are proposed to be relocated.
Response: Light poles have been removed from sheet C3.0.
12. [4.17] Please clarify the light fixture type proposed for this project,as shown on sheet
E1.1. The graphic describes the light fixture type as Cl and C3. However,the lighting
fixture schedule only has information on"Type A". It also does not appear to indicate
whether this proposed lighting is a full cut-off fixture or not,as is required.
Response: Sheet E1.0 identifies two new type"A"light fixtures.The lighting fixture
schedule on sheet E1.1 specifies a type"A"light fixture.This is the only new light fixture
type included in the project.Title of detail 1/E1.1 include fixture types"Cl"and"C3". The
detail title will be revised to reference the Type"A"fixture.This fixture meets the
requirements of full cut-off.See attached for manufacturer photometric report.

1. A separate standalone VSMP permit is required. Please remove the following from the
Minor Site Plan Amendment: CO.2;portion of C2.0 related to ESC; C5.0, C5.1; C6.2;
C6.3.
Response: All of the above have been removed from Minor Site Plan Amendment.
These sheets are now included in the separate stand-alone VSMP plan set.
2. Recommend revise title of Minor Site Plan Amendment to include SDP 102800061',
Minor Site Plan Amendment' and to delete '100%submission'. (Engineering
recommendation only.)
Response: Title has been revised per comment.
3. Title VSMP Plan: `Albemarle County Service Authority Operation Center Expansion
Parking Lot Expansion,VSMP/WPO2018-00068'.
Response: Title of VSMP plan revised per comment.
4. Ref.Albemarle County Code, Chapter 17, Sec. 17-401 thru 17-405 for VSMP
Application form and content requirements (incl. SWPPP,PPP,ESC/SWM plans+
Application/fee requirements).
Response: Form and content requirements will be reviewed and used.
5. C3.1 —Label ditch and ditchline slope on upslope side of retaining wall.

6. C3.1 —Recommend revise description of Str.20(in data arranged as table)to include
48"diameter.
Response: Description.has been revised.
7. (Rev. 13-Sep)After further consideration of 18-30.7.5 design standards,plan review, and
discussion,a combination of grade at base of wall not to exceed 2:1 and wall height not
to exceed 6' is permissible;however,revised design must eliminate angle at top of 2:1
fill slope. Option recommendation: provide min. 1' wide bench, 1-2% slope away from
base of wall. ACSA to coordinate slope-grade design revision with Dewberry. Further,
Dewberry is encouraged to consider stabilization matting for existing drainage way at
base of wall/base of 2:1 slope that will likely be'in proposed fill section and susceptible
to erosion.
Response: A 1'wide bench,sloping away from the wall at 2%,tying into existing
grade at 2:1 has been provided at base of wall. Blanket matting has been specified
for all slopes 3:1 and greater.
a. Proposed design must meet each applicable standard listed at 18-30.7.5.a.1-3,
b.1-4;please call if any questions.
Response: These standards are satisfied. RE: 18-30.7.5(b)(3)(iii)—an
easement agreement will be obtained with the abutting parcel owner.

d. Consider constructability/possible need for off-site temporary construction
easement.
Response: A temporary construction,and permanent maintenance
easement has been added to sheet C3.1.
e. Proposed design(w/2:1 slope at toe,to be eliminated)required 6' horizontal
space;4.5' is available between face of wall and property line.
Response: An easement agreement will be obtained with the abutting
parcel owner.
f. Show property line(accurate scale)in profile view.
Response: The property line has been shown on the profiles on sheet C3.2.

8. C4.0—Revise STM 24 MH-1 label(typo)—diameter should read 60".
Response: Label has been corrected.
9. C4.0—Provide note that steps are required for MH depth>4.0'.
Response: Note has been added.
10. C4.0—Compare inside crown of pipe elevation, 375.75 (INV IN, STM 20),with 10-yr
even elevation,376.52. Detention pipe must be sized to contain a 10-yr event without
exceeding interior elevation(of top of pipe,at lowest point). Avoid pressurized system.

Response: The last two sections of detention pipes have been upsized to 42".With
this change,the 10 year WSE in the pipes is 375.95'which is below the lowest
elevation of the crown of the pipe,376.25'.
11. C4.0—STM 20,provide ref.to weir plate detail, sheet C5.3.
Response: Reference has been provided.
12. C4.1 —Conduit flex table slope and length values for node#25,30 do not match profile
labels, C4.0, C4.1. Review/revise for consistency.
Response: The conduit flex table has been updated to reflect the correct lengths.
13. C5.2—Recommend detail for handrail post, since detail provided assumes handrail set in
retaining wall. Proposed handrail is not on wall,but behind wall,in fill section. Also
note: handrail design must prevent easy access to top of wall. If rail slopes down with
grade behind wall, ensure design provides suitable deterrent to trespass/prevents access
to top of wall.
Response: Detail for handrail post has been added. A note has been added to C3.0
to maintain 42"between top of wall and top of railing.
14. C5.3—Show MH steps schematically in top view of weir plate MH detail,to limit
conflict and guide installation during construction.
Response: MH step location has been shown in requested detail.
15. C5.3—Provide VDOT ST-1 (MH step)detail.
Response: Detail has been provided on sheet C5.2.

20. Provide schematic depicting Phase 2, once retaining wall constructed and STM25
installed. See ESC Sequence note 6(storm structure#25). Provide phased ESC
schematic.
Response: ESC has been phased into Phase 1 and Phase 2,sheets C2.1 and C2.2
respectively.
21. In Phase 2 schematic,specify V'ESCH blanket stabilization for ditch behind(upslope
side of)retaining wall to limit proximate effect on adjacent property, should erosion
develop in this area.
Response: Blanket matting has been specified for this area on sheet C2.2. Detail
provided on sheet C5.1.
22. C5.0—Provide paved construction entrance detail—ref.p. 8,ACDSM;also, comment
17, above.
Response: ACDSM paved construction entrance detail provided.
23. (Rev. 13-Sep)ACSA has purchased credits;will work with Albemarle to address any
outstanding nutrient credit purchase document(VSMP)needs or requirements.
Response: N/A
24. C6.2—Provide stormwater quality/quantity narrative to outline and demonstrate
compliance.
Response: A stormwater quality/quantity narrative has been added to sheet C6.2.
25. C6.3—Energy balance is incomplete and confusing. Provide RV(i yr,pre-/post development).
Response: Energy balance spreadsheet has been cleaned up to show the RV for
both pre and post conditions. Since there is offsite area flowing into the detention
pipes(the existing parking lot) and this area is being detained,the maximum
allowable discharge was calculated as follows:
-The site area was analyzed using the energy balance equation("Allowable
Site Area Peak Discharge")
-The discharge was calculated from the offsite area("Offsite Area Peak
Discharge")
-These discharges were added together to get the"Maximum Allowable
Peak Discharge."
The calculated 1 year allowable discharge is 0.77 cfs and the 1 year flow at the
outfall is 0.77 cfs.
26. C6.3—Provide routing for 1-year event,pre-development;provide model
input/hydrograph.
Response: All routings for the 1 year, 10 year,and 100 year storms have been
included on sheet C6.3-C6.4.
27. Use county SWPPP template.
Response: The county SWPPP template will be used.
