To Whom It May Concern:
The City of Charlottesville's Charlottesville Transit Service (CTS) is completing construction of its
new Replacement Operation Center located on parcel 77E2 -3; 1545 Avon Street Extended.
Operations at this facility will include administration, vehicle repair and maintenance, and vehicle
fueling.
The developed parcel contains four buildings as shown in the following snapshot, Figure 1, from
the Albemarle County GIS. The buildings are identified by their respective E -911 address.

Zoning is Light Industrial. It is our understanding that, in order to occupy and utilize this space as
intended, we need to submit this Letter of Performance Standards along with our Zoning
Clearance Application.
As such, we address the standards referenced in code Section 4.14 and provide the following
responses:
Noise: The operations will comply with code Section 4.94.1 Noise. Most noise on the site will be
the cause of operating transit buses around the site (regulated elsewhere). Major sources of
shop noise will be due to maintenance activities occurring in building 1549 and will include:
pneumatic impact wrenches; occasional hammering of steel; and dropping of metal tools.
However, these activities will be contained within enclosed space. Buildings 1549 and 1555 will

have air compressors operating, but, those devices will operate only within the confines of their
respective buildings. Building 1555 will also have a large central vacuum, but, the motor
assembly, the piece generating the highest noise levels, is to be located within the confines of the
building.
Vibration: The operations will comply with code Section 4.14.2 Vibration.
Glare: Any operation that may create glare, such as occasional welding or use of acetylene
torches, will be confined to the interior of building 1549; will not spill over lot lines; and, will
comply with code Section 4.94.3 Glare. All other lighting has been approved by the County and
is incompliance with code Section 4.17.
Air Pollution: Other than vehicular emissions (regulated elsewhere), and with the exception of
occasional welding and acetylene functions, there will be no substantive emission of smoke, odor,
or gaseous pollutants as a result of planned operations; and, all operations will comply with code
Section 4.14.4 Air Pollution.
Water Pollution: No industrial liquid waste will be generated by the planned operations.
However, there will be on -site storage of motor oil (fresh and used), windshield cleaning fluid, and
transmission fluid. All of the above will be stored in devices with secondary containment and will
fall under the requirements Spill Prevention, Control, and Countermeasure (SPCC) rule of the
EPA as required.
Also on the site, there will be two underground storage tanks of 12,000 gallons each housing
diesel fuel. These tanks were included as part of the site plan review and approval, include
required monitoring and containment, and have been installed per code. Additionally, these tanks
are being registered with Virginia DEQ as required. These tanks and related equipment will serve
to provide fuel to a fuel distribution system located in building 1555. This distribution equipment
has been designed and installed per the requirements of relevant code. Operation of the fuel
distribution system will be guided by the requirements of a Stormwater Pollution Prevention Plan
(SWPPP) as required by the Virginia DEQ. Additionally, in the event of a diesel spill at building
1555, and in order to catch any oil- containing effluent from the chassis wash of building 1559, an
oil -water separator has been incorporated into the site.
All operations will comply with code Section 4.14.5 Water Pollution.
Radioactivity: Operations will not require any radioactive materials. Therefore, all operations
will comply with code Section 4.14.6 Radioactivity.
Electrical Interference: Operations will not require equipment that would generate electrical
disturbances which would adversely affect the operation of equipment on any other lot or
premises. A two -way radio communication system will be operated on frequency 469.925 &
464.925 Mhz with associated 18 foot antenna to be located on the east end of building 1549 (not
visible from entrance corridor). Also a second two -way radio communication system will be
operating on frequency 800 Mhz, with a 3 foot antenna mounted on the East side of Building
1545, below the roof line.
Other Equipment:
• A brake lathe will be operated at the facility and dust control is provided for occupational
safety.
• Various heavy -duty vehicle lifts will be operated in buildings 1549 and 1559
• A variety of power (pneumatic and electric) tools will be operated in building 1549
• Parts washers will be operated in building 1549; effluent will be properly contained and
treated
• Tire changing equipment will be used in building 1549
• A variety of hand tools will be used
This project is planned to be LEED (Leadership in Energy and Environmental Design) Certified by
the US Green Building Council. As such, CTS and the City of Charlottesville are proud of this new
