The existing church building would be demolished and existing parking areas would be re -used. Context This site is located on the east side of Old Lynchburg Road at the Sunset Avenue Extended intersection. The Berean Baptist Church is located across Rt. 631. It is a simple, brick -faced building with a gabled roof, similar in character to the existing development. The southern branch of the County Office Building is located a short distance to the north. A mobile home community is located to the southeast. The Mosby Mountain subdivision is situated on the west side of Old Lynchburg Road to the south. The church property is hilly and wooded and includes a church building that was constructed in 1981. Visibility The topography and wooded nature of the parcel reduce visibility of the site from the Entrance Corridor. The new location of the church at the back of the site and the angled orientation of the travelway and parking area relative to the EC street contribute to the limited visibility. Light pole height. 2. Proximity of trees to new water line. 3. Need for additional ARB review. Staff offers the following comments on the proposal: Given the limited number of issues identified in the staff report, staff recommends that additional ARB review is not required. Staff recommends approval of a Certificate of Appropriateness pending staff approval of the following conditions: 1 Include the following note on the site and architectural plans: "Mechanical equipment shall not be visible from the Entrance Corridor." 2 Revise the lighting plan to reduce footcandle levels to not exceed .5 footcandles at the property line. On the north side of the site, the levels should be measured from the new property line. 3 Revise the photometric plan using an LLF of 1.0. 4 Revise the site plan to include cut sheets illustrating the proposed light fixtures. 5 Revise the lighting plan to include a note that clearly indicates the proposed color for the light fixtures and poles, even if the manufacturer's standard default color is chosen. 6 Revise the pole fixtures to have a maximum height of 20', including the bases. 7 Revise the landscape plan to increase the distance between the water line and the proposed trees along the parking lot. Moving the water line closer to the parking lot, or into the paved area, is recommended. The trees must be planted close enough to the parking lot to appear to be associated with it. 8 Revise the "limits of disturbance line" to account for the north end of the new water line. 9 Add the following note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach and be maintained at mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 10 Add tree protection fencing to the grading and erosion control plan.
