We have a number of questions and comments which we believe should be resolved before your goes to public hearing. We would be glad to meet with you to discuss these issues. Our comments are consolidated below: Planning The Planning Division has reviewed the plans submitted for the Ivy Creek United Methodist Church and has a request for additional information. 1. Provide the number of current parking spaces 2. Show setbacks of current building and proposed building from the nearest property lines and from the area between the rear of the church and the property not owned by the church 3. Show right of way line and width of Woodlands Road 4. Show distance between the nearest proposed parking space to the Woodlands Road right of way 5. If possible, retain trees in the front and design parking to accommodate the trees 6. Is the utility shed used by the church? Show setbacks 7. Show existing (and proposed, if applicable) septic drainfields for the residence and the church Steve, although many of the items requested to be shown on the plan would be addressed with the site plan, since a condition on the special use permit would require that the plan submitted with the SP will be in "essential compliance" with the site plan. It appears that there will need to be some relocation of parking and there will need to be a resolution of the setbacks. Please give me a call and I can arrange a meeting to discuss these comments with you and representatives from the church, if possible. The Rural Areas section of the Comprehensive Plan does not directly provide guidance for churches; however, the Rural Areas communities have traditionally enjoyed the benefit of having local churches, including the multi -use of these facilities, as specified in the application. It is hoped that the issues discussed in other reviewers comments can be resolved, so that Planning will be able to recommend approval of this application. More detailed comments may be provided at a later date after more detailed plans are provided. Zoning Comments from Francis MacCall are attached. Current Development No comments until additional information that has been requested by staff is received and reviewed. Engineerinq and Water Resources No comments received Entrance Corridor / ARB / Historic Preservation Comments related to the historic church have been provided by Margaret Maliszewski are attached. VDOT Comments from VDOT are attached. ACSA Comments from ACSA are attached. Fire and Rescue Must comply with the Virginia Statewide Fire Prevention Code. Resubmittal or Public Hearing Within 30 days of the date of this letter, please do one of the following: (1) Resubmit in response to these comments on a resubmittal date as published in the project review schedule (the full resubmittal schedule may be found at www.albemarle.org in the "forms" section at the Community Development page), OR (2) Request a public hearing be set with the Planning Commission based on the information provided with your original submittal (a date will be set in accordance with the Planning Commission's published schedule as mutually agreed to by you and the County), OR (3) Request indefinite deferral and state your justification for requesting the deferral. (Indefinite deferral means that you intend to resubmit /request a public hearing be set with the Planning Commission after the 30 day period.) If we have not received a response from you within 30 days, we will contact you again. At that time, you will be given 10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. 2 Unless you fail to respond within the time periods specified above, a public hearing with the Planning Commission will not be advertised until you advise us that the project is ready to proceed to a public hearing. At that time, a legal advertisement will be run in the newspaper and a staff report will be prepared to go to the Planning Commission. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention. As always, an applicant may request deferral at the Planning Commission meeting. Please feel free to contact me if you wish to meet or need additional information.
