Marotta, Senior Planner Re: SUB2010 -97 South Ivy Phase 2- Final Plat The Zoning and Current Development Division of the Albemarle County Department of Community Development will recommend approval of the proposed easement plat referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated bases upon further review.) Each comment is preceded by the applicable reference to the Albemarle County Code. 1. [Sec. 14-302A2] Vicinity Map. COMMENT: Vicinity map must beat a scale of 1:2000. 2. [Sec. 14- 302A3, 14- 303J,434] Existing or platted streets, Restrictions, Completion of on -site improvements. COMMENT: County GIS and approved Road Plans indicate the road extension of Fox Run has been built, but it has yet to be platted; has the excess right -of -way associated with Fox Run cul- de -sac been platted and dedicated to the adjacent property owners? Per condition #5 of the preliminary plat approval, that must take place prior to approval of the final plat associated with extending Fox Run. [Sec. 14- 302A81 Proposed lots. COMMENT: Please make it more clear on Sheet 4 that for TMP 44- 33G7, the 43.167 ac is the existing acreage, and that the 21.00 acres is the proposed. Often, in situations like this where the parent tract is being subdivided and the residual is to be platted as a new lot, the applicant will list the TMP number with existing information, then explicitly call out the new lot acreage as the residual, or, they provide a calculation chart showing how each of the new lots is subtracted from the parent parcel, leaving the proposed new lot as XX ac. Basically, I just want to make it clear to a lay- person reading the plat that Lot 27 will be 21.00 ac, not 43. 167. 4. [Sec. 14- 302A9,400] Building sites, minimum lot requirements. COMMENT: Per this section of the ordinance, building sites must be rectangular in shape and with a length to width ratio of 5:1. The preliminary plat that was approved for this subdivision shows rectangular building sites. Please revise to show building sites that conform to the ordinance, or pursue building site modification requests as provided by Chapter 18, section 4.2. Also, please keep in mind that the approved drainfield and reserve must be located within the building site. 5. [Sec. 14- 302B7] COMMENT: Provide agricultural - forestal district note, as required by this section. FYI - this parcel is not within an ag- forest district. 6. [Sec. 14 -3030] Signature panels. COMMENT: a. Provide name and title of person authorized to sign on behalf of South Ivy II Land Trust. We have been advised by our attorneys to request this information be typed/printed on the plat, below the signature line, as signatures alone can be illegible. b. COMMENT: You may remove signature line for Planning Commission. 7. [Sec. 14 -303S] Control points. COMMENT: Provide control points as required by this section. They may be submitted on a separate exhibit. 8. [Sec. 14-417,431] Stormwater management and drainage control facilities, easements for facilities for stormwater management and drainage control. COMMENT: Engineering approval is required. 9. [Sec. 14 -309, 310] Soils evaluation and health director approval. COMMENT: Please submit soils work, or evidence of health department approval, for each of the lots proposed. 10. [Sec. 14- 413, 434, 435, 435.1, 4361 Improvements of existing public streets, Completion of on -site improvements required prior to plat approval, surety for maintenance of streets until accepted into state system, release of surety. COMMENT: Streets and required improvements must be built or bonded prior to final plat approval, including dedication of cul -de -sac to adjacent property owners, per condition of preliminary approval. See Engineering comments for more. 11. [Sec. 14 -418] Fire protection. COMMENT: Approval from Fire Division required. 12. [14 -421] Monuments. COMMENT: Provide all monuments, and notes pertaining to irons to be set, in accordance with this section. 13. Approval of all commenting departments and agencies, including Engineering, Health Department, VDOT, Fire, and E911.
