Elizabeth: The SP conditions must be met if it is for the use being proposed. Therefore, they should provide the lighting
plan to demonstrate that the conditions can and will be met.

Hi Ron,
I am reviewing Earlysville Service Center preliminary site plan. (SDP10 -34)
They have provided a note on the plan that no fixtures will be more than 3000 lumen, so normally we wouldn't require a
site plan, but as condition #12 of the SP reads (below), ALL outdoor lighting must be full- cutoff, and it says they "shall"
submit a lighting plan to the Zoning Administrator or designee.
Can you please weigh in on whether they must provide a lighting plan and show that ALL outdoor lighting is full- cutoff
and sheilded (even show those that below 3000 lumen)?
Of course, providing the lighting plan would be a condition of final approval, but I need to state what the requiremetns
for final approval will be.
