The Site Review Committee has reviewed the development proposal referenced above. Preliminary comments for
the following divisions of the Department of Community Development and other agencies, as applicable, are

Comments reflect information available at the time the development proposal was reviewed, and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval
of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site Review
Committee. If you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17" copy to the Department of
Community Development including responses to each of the attached comments of the Site Review Committee by
Monday September.27`h,.2010. Failure to submit this information by this date will result in suspension of the
review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65.

Subject: SDP20.10 -00067 Pantops Fire Station Preliminary Site Plan
The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of
the preliminary site plan referred to above once the following comments have been addressed: [Each comment is
preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise
specified.]
❑ 325.6 The preliminary site plan shall contain the following information:
❑ a.
1. Zoning; descriptions of all variances, zoning proffers and bonus factors applicable to the site; include
the proffers applicable-to this site and use within the site plan. Scan and add ZMA 2001 -15
Troffers and conditions to the preliminary site plan.

❑ b. Written schedules or data as necessary to demonstrate that the site can accommodate the proposed use,
including:
If a landscape plan is required, maximum amount of paved parking and vehicular circulation areas. Add
the amount of paved parking and vehicular circulation areas ,to the preliminary site plan. This
amount will be used to in landscaping calculations.
.❑ f. The name and location of all watercourses and other bodies of water adjacent to or on the site.
According -to the Albemarle county GIS web, there is a body of water adjacent to the proposed
fire station. Please add the name and location of the water body to the site plan. (Hickman's
Branch stream)
.❑ 1. Location of other existing and proposed utilities and utility easements. Show the location of any
existing or proposed utility easements.
❑ m. Location of existing and proposed ingress to and egress from the property, showing the distance to the
centerline of the nearest existing street intersection. Show the distance to the centerline if the nearest
existing street intersection.
❑ n. Location and dimensions of all existing and proposed improvements including:
Each site plan that depicts a commercial or industrial building of four thousand (4,000) gross
square feet or more shall provide a dumpster pad that does not impede any required .parking or
loadinE spaces, nor any pedestrian or vehicular circulation aisles. [4.12.19] please include
screening details for the proposed dumpster in accordance with Section 32.7.9 and 30.6
A parking analysis needs to be prepared and submitted to the Zoning Administrator iustifyin2-the
provision of 13 parking spaces shown on the preliminary site plan. Please refer to the parkin$
provided for the Northern Fire and Rescue Station at the University Research Park (SDP2006
107) for Lyuidance.
0. ZNIA2001 -15 Proffer #9 States: "The owner has entered into a memorandum of understanding with Thomas
Jefferson Foundation, Inc. incorporating guidelines for development of the Property within the Monticello view
shed (as such memorandum may be amended from time to time upon mutual consent of the parties thereto) (the
"MOU "). Prior to granting final site plan approval for any proposed building on the property within on the
Monticello view shed (other than a site applications for minor amendments not material to the objectives of the
parties thereto, the Director of Planning and Community Development shall request confirmation from Thomas
Jefferson Foundation Inc. that the site plan application is consistent with the terms of the MOU ".

The preliminary site plan for Pantops Fire Station, submitted on August 25, 2010, has been reviewed.
Current Development Engineering has the following comments:
Preliminary Site Plan Comments
1. Please provide source and date of topography and survey. [18- 32.5.6a]
2. Please provide a Simple Methods spreadsheet to illustrate removal rate requirements for the
proposed site.
3. It appears that the area for the proposed SWM pond will suffice for water quantity. However,
engineering is concerned about having anything but dirt and vegetation in this area due to having
public drainage facility beneath the pond. Engineering recommends one or two biofilters to
capture and treat the runoff for water quality and then to be discharged into the pond for water
quantity.
4. Please provide a demolition plan showing the removal of the existing one -story framed building.
5. All disturbance of critical slope require a critical slopes waiver. Please submit a request for a
critical slopes waiver for review. [18- 4.2.5b]
Final Site Plan Comments (For information purposes only)
1. Professional seal must be signed and dated. [18- 32.6.1]
2. A Water Protection Ordinance application and fee must be submitted, along with an Erosion and
Sediment Control and Stormwater Management plan.
3. In order to prevent ponding on the northwest side of the structure, a grate inlet should be installed
at the center, along with moving the roof drain pipe to the center of the depressed area so as all
runoff is captured and directed to the pond.
4.. Please provide parking surface per VDOT guidelines. [18- 4.12.15a]
5. A dumpster pad must be provided. You may submit a request to waive this requirement per section
18- 4.12.13f. The requirements of this subsection may be modified or waived in an individual case
if the zoning administrator, in consultation with the county engineer, finds that the public health.
safety or welfare would be equally or better served by the modification or waiver.
6. Please provide curb and gutter along travelways and in parking areas. A request for waiver may be
submitted for review. [18- 4.12.15g]
7. Guardrail must be provided for any steep slopes or drop -offs along parking areas.
8. VDOT approval must be obtained prior to final site plan approval.
9. Please provide General Construction notes.
