Diez — Engineering Technician A. Stormwater Management Plan 1. Please provide a Letter of Intent from the owner of the pond allowing the use of the stormwater management facility for water quality and quantity. (Rev. 1) Comment has not been addressed. The letter that was submitted is just the maintenance agreement between the owner and the County. The Letter of Intent that is required must state that the owner of TMP 78 -9C has permission to use the downstream SWM facility. Our records indicate that this site drains to the large facility on TMP 78F -A approved under county application WPO- 2007 - 00078. 2. Please provide acreage and hydrologic coefficient for the drainage areas of the proposed site. (Rev. 1) Comment has been addressed. 3. Please provide construction easements from all adjacent owners that are affected by construction (TMP 78 -11 and TMP -9B). (Rev. 1) Comment has not been addressed. Please provide deed book and page numbers for the access easements.. If the recorded access easements specify that temporary construction can occur in these easements, then no construction easements are required. A. Erosion and Sediment Control Plan 4. Please provide a Letter of Intent from the owner of the pond allowing the use of the facility as an erosion and sediment control perimeter control facility. This can be stated in the Letter of Intent for the SWM facility. (Rev. 1) Comment has been acknowledged. Engineering is a bit confused by the phasing of the E &S plan. On the Phase 1 line, silt fence appears to be installed that will not have water running into it in either phase. In phase 1, all water will be concentrated at the northern corner of the property, which will not be permitted. A diversion should be provided from the CIP to the entrance to TMP 78 -9B. In the corner of the site where fill is being added, please provide a fill diversion that is to direct water to the CIP. If a letter from the pond is received to allow use as a sediment basin, engineering review will allow this culvert to be protected by silt fence per 3.08 -1. If this agreement is not received, the CIP will need to be designed as a trap per Plate 3.08 -2. Albemarle County Community Development Engineering Review Comments Page 2 of 2 With regards to the phasing in the construction sequence, it appears that in order to establish the stone base for the building in Step D, significant grading operations will be required, which is referenced much later in Step G. Please simplify the plan by installing the CIP, diversion (fill diversions after grading begins), ROW diversion, and pipe 2 first. (Rev. 1) Please provide a small culvert inlet sediment trap (where the proposed v -ditch will be) to help the runoff settle before entering the storm pipe. The trap does not have to meet the size requirements but should be graded as large as possible. 6. Construction entrances are required to drain to a sediment trap or basin per VESCH. In the current proposed location of the construction entrance, runoff will be directed across an existing parking lot currently in use and into storm inlets that would require inlet protection. This is not an acceptable place for construction traffic to be releasing sediment from tires. The construction entrance must be moved to the western corner of the site where sediment can be diverted into the storm sewer and taken to the sediment basin more immediately. (Rev. 1) Comment has been addressed. 7. Please include the proposed grading in your limits of disturbance. (Rev. 1) Comment has been addressed. 8.
