Thank you for your recent submittal of an application on September 20, 2010, regarding the above
noted tax map and parcel for a special use permit to allow a private school to be located within the
existing First Christian Church building.
The information provided with your initial application has been reviewed by the Department of
Community Development, including the Planning Division, the Zoning and Current Development
Division, and the County Engineer. The Fire /Rescue Department, Albemarle County Service
Authority, Rivanna Water and Sewer Authority, and the Virginia Department of Transportation have
also reviewed the application. Comments from all reviewers are summarized below.
Planning
Initial comments on how your proposal generally relates to the Comprehensive Plan are provided
below. Comments on conformity with the Comprehensive Plan are provided to the Planning
Commission and Board of Supervisors as part of the staff report.
• Multi -use of the existing church building would eliminate the need for a separate facility for the
school. The benefit of multiple uses within existing structures furthers the goals of the
Comprehensive Plan to conserve land and protect the environment.
• Conditions of approval will be recommended to the Planning Commission. These conditions
will include (but are not limited to) the maximum enrollment of 40 students; no expansion of the
church facility without prior approval of an amendment to the special use permit; no cafeteria
(cooking inside church); no additional outside lighting.
Zoning
The following comments related to zoning matters have been provided by Francis MacCall:
1. If the McKee Carson plan provided is to be the concept plan then it should be updated to state
that it is the plan for the school and not reference proposed improvements since the church
has now been constructed.
2. The application mentions Physical Education and Recess. Is there an area outside the

existing building that will be used for recess i.e. parking area or playground? If so, please show
on the concept plan.
3. Standard private school conditions should apply.
Building
• The structure must be evaluated by the building official to verify that it is suitable for use as a
school.
Current Development
The Current Development review did not have any comments on the proposed use.
Engineering and Water Resources
The County Engineer did not have any comments on the proposed use.
Entrance Corridor The following comments related to the Entrance Corridor Guidelines have
been provided by Margaret Maliszewski:
• The application indicates that no changes to the building or site are proposed to accommodate
the request for a private school. Consequently, no additional impact on the Entrance Corridor is
anticipated.
VDOT
The Virginia Department of Transportation did not have any comments on the proposed use.
Albemarle Charlottesville Service Authority
1. Site is not in jurisdictional area for water and sewer service.
2. Requires Rivanna Water and Sewer Authority capacity certification Yes JNo
Fire/ Rescue
• The proposed use must comply with the Virginia Statewide Fire Prevention Code. Final
approval is subject to field inspection and verification.
