I have reviewed the initial submittal and have the following comments:
1. The applicant needs to either state in writing that they are not proposing the use involving
operation of a non - profit sustainability organization or they need to clearly state what they use
involves. It is probable that this use will involve a separate special use permit.
2. Please also ask the applicant to clarify if the home will also be used for accessory tourist
lodging. If so, we will need to consider the cumulative impact with the proposed special events
use.
3. As part of this review and with further comment from VDOT, please clarify which road
improvements (if any) are required. As we mentioned in the preapplication conference, the
record is not clear whether this previous condition was met. We understand there was a sight
distance issue.
4. Please have the applicant submit a parking study outlining the number of parking spaces that
will be required to support the special events. (See the parking standards in Section 4.12.6)
5. A concept plan [Section 5.1.43 b (1)] or site plan of some sorts will be necessary to clarify the
entrance and parking.
6. Please have the applicant clarify whether a commercial kitchen is proposed. If it is, the
applicant should submit a written waiver request [Section 5.1.43 e(4)].
