Although this entrance is not angled enough to deter exiting vehicles, the concept of channelizing the entrance to allow only entering traffic helps the situation on the public road. However, the internal circulation concern is still present. As illustrated on the revised plan below, it is not clear how a car turns around, or avoids going out the entrance in this situation. (Original comments) The proposed new entrance on Rt. 250, Richmond Road, has been reviewed. This right- in/right -out entrance on the state road will be up to VDOT to approve. However, it is noted that it is proposed within the operational area of the intersection. As such, it is likely that exiting cars seeking to enter through lanes Albemarle County Community Development Engineering Review comments Page 2 of 2 during queuing have the potential to block the right -turn lane. A possible mitigation would be to allow a right -in only, which is possible through channelization, but difficult to enforce. The internal site circulation appears to be compromised, both by the placement of the entrance next to the building and pedestrians, and by the re- arrangement of the parking spaces, which removes the circulation loops in the parking lot. It is recommended that the circulation loop(s) in the parking lot be retained, and the entrance be moved east and channelized for right -in, if it is to be permitted by VDOT.
