There are no objections to the overall layout with regard to engineering. Some detail points that may need clarification or revision are; The proposed future connector road has already been approved in the previous location on another rezoning plan and site plan for Willow Glen. The previous location is shaded in red below. From a county engineering standpoint it does not matter which location is used, but all the plans should reflect the change. A plan was not found for stormwater management in this location, only for erosion control, which is substantially complete. So, aside from a savings in earthwork at the new location, it is not clear what the overall impacts might be. Rev. 1: This future connector appears to have been removed from the plan. It is also noted that a stormwater management plan has not been approved for Towncenter Drive and blocks C1,C3,C5,C6 and B4 as shown on this pan. 2. The road through the development, a continuation of Lockwood Drive, which defines the blocks, should not have perpendicular parking, if it is to maintain any integrity as a road. It is already largely a parking lot travelway, functioning as the end - aisles for the parking rows, but placing perpendicular parking on it will likely render it useless for through travel. As a through -road location it is preferable to Abington Drive, which has already been rendered useless as a through - road in the Abington Place development. The small parking area boxed in red below should be relocated, or made parallel parking on the travelway /road. Rev. 1: This comment has been addressed per Planning Commission condition 7. The parking has been removed from Lockwood Drive. Please note it should be Lockwood Drive, and not a "Parking Access Road ". Rev.]: Regarding the Planning Commission conditions; (1) Four access points have been provided to B1 from Lockwood Drive. (2) I do not find that the trail is roughly the same elevation as the wall in section B2. The trail is from 510 to 525. The wall is at elevation 520 to 535. The crossing appears to be at elevation 490 to 495. It is difficult for me to picture what the Planning Commission intended with this condition. (3) NA (4) Perpendicular parking on Lockwood is eliminated. This comment mentions another through- street. There is not another through - street. If the travelway in front of the theater is referenced, it still contains perpendicular parking at the end, or as it turns to Lockwood, whichever is chosen as the "street" direction. It is also now one -way. (5) Lockwood has sidewalks. There is no crossing or sidewalk on the "mid- block" street, which I am interpreting to be the crossing near elevation 540.
