Unless the county has plans or there is possible development farther down Shadwell Road to warrant a t- intersection, this road plan needs to extend Shadwell Road with adequate geometry instead of an intersection. This intersection appears to be proposed to bypass the minimum curve requirement. Without future development to warrant an intersection, a stop condition here may promote road users to disregard the traffic control at the intersection which may lead to safety issues. In addition, the intersection does not appear to have adequate sight distance onto existing Shadwell road vertically. 2. The proposed grade on existing Shadwell Road is about 1 foot higher than existing. Will the existing driveway be able to be reconstructed adequately within the right of way? 3. The intersection at Shadwell Road Extended and Shadwell Court should have a 50 foot landing with 2% or less grades in accordance with the VDOT Road Design Manual, appendix B, section D. 4. It is preferable to have utilities outside of the right of way or in the outer 3 to 5 foot section of the right of way. If the waterline must be within the right of way and or pavement please proved an explanation to why and keep valve structures out of the vehicle wheel path. It appears some drainage easements will be needed on road ditches outside of the proposed right of way. Sheet C -6 shows Shadwell Road Extended as 40 foot private easement and it appears to be a public road. Sheet C -12 needs to show left and right turn lane warrants analysis for the proposed connection to Milton Road. Please show the vertical sight line profiles at the proposed connection to Milton Road. 9. Sheet C -13 should show the maximum fill slopes as 3 to 1 when practical to meet the clear zone requirements. When 2:1 fills are necessary the clear zone will have to be addressed.
