Subject: SDP - 2010 -78 Hollymeade Town Center Apartments- Final Site Plan
1. [32.6.6] The final site plan shall reflect the conditions of preliminary approval. Please
address the conditions of preliminary approval. The scope and detail of final site plan
review is severely limited without the information required. While I am happy to review
whatever you formally submit, true progress cannot be made without the benefit of
having all required information.
2. [32.5.6.a] The proffers provided on the cover sheet are not the correct version. Please
refer to the proffers on the cover sheet of the approved preliminary plan. The comment
provided in the preliminary approval letter is below and applies to the proffers as they
appear on the preliminary site plan: ... for clarity, just provide the proffers themselves; the
extra minutes from the Board of Supervisors meeting are unnecessary and make it
difficult for the average reader to readily pick out what the proffers are.
Also, please revise the SP reference to SP 93 -14. In my last letter I referred to it as 92 -14
and this was a typo.
3. [32.5.6.a] Prior to Final site plan approval, Albemarle County must sign off on the
affordable housing proposed for density bonuses and all necessary documents must be
provided pursuant to applicable sections of the code. You are encouraged to begin the
process, since the density of your project depends on the approval of the affordable
housing. Please contact Scott White with Albemarle County Housing, at 434 - 296 -5839.
4. [32.5.6.a] [32.5.6.e] Prior to final site plan approval you must demonstrate that the
"wooded area" for which you are claiming a density bonus meets the definition provided
in Section 18 -3.1 "wooded area." A signed letter from an arborist and a Conservation
Plan will be required. With adjustments to the clearing limits that may be required for
E &S, the limits of the preserved wooded areas may change. You are highly encouraged
to do this prior to your next submittal.
5. [32.5.6.1, o] Town Center Drive must be dedicated prior to final site plan approval.
[32.5.6.b] Please provide a parking schedule that breaks parking down by required/ provided/
handicap for each phase. A parking note is provided, however it needs to reflect required parking
for each phase as well as overall, and the phasing information related to parking should be with
the overall parking info. A parking schedule would be the simplest, cleanest way to present the
information and to ensure compliance with each phase (and any revisions that may come.) I see
that the phasing info for phase I is in the "phasing" notes, but for the reasons noted above, please
move it to the parking schedule.
As a side note, I count 233 spaces in phase I, not 181 as stated. Please ensure accuracy of data,
and remember that parking in each phase must be able to stand alone.
7. [32.5.6.c, n] Phasing must be addressed, as recreational requirements proposed do not match
those approved in the 6/11/10 recreation substitution request approval letter (nor do they match
the minimum requirements set forth in the code.) Please ensure that all information/data is
consistent. Currently, the information related to recreation in the "phasing" and "recreation
requirement" notes is not consistent.
Please consider presenting phasing information in a chart. Comment #5 could be incorporated
into this chart as well.
8. [32.5.6.j,1] Engineering and ACSA approval is required. Please coordinate directly with those
offices and provide this office (me) with evidence of tentative approval, once obtained.
9. [32.5.6.n] An outdoor lighting plan is not required if you have no outdoor lighting, however
please keep in mind that any outdoor lighting provided is subject to review and approval,
including verification that all fixtures are full cutoff and less than 3000 lumens. Outdoor
lighting that is installed and has not been approved is subject to violation, and a site plan
amendment may be required.
10. [32.5.6.q] Chapter 527 traffic study required by VDOT and Engineering must be submitted and
approved prior to final site plan approval. The results of this may affect site design, so you are
encouraged to submit that as soon as possible.
11. [32.6.6.a] Specifications for recreation facilities. You must provide a detailed list of the
recreation facilities that will be provided (especially within the tot lot.) Please be sure to address
groundcover as well.
12. [32.6.6.f] Signature panel is required. Please add one to the cover sheet.
13. [32.6.6.g] Please ensure all dimensions are properly aligned with their intended target. Parking
stall dimensions are not lined up properly in some cases.
14. Fire and Rescue approval is required.
15. VDOT approval is required.
16. [32.5.6] Provide graphic scale, especially on landscape plan.
17. [32.7.9.7.a] Provide parking setback on landscape plan. Note that planting must be within
parking setback (between parking setback line and right of way.)
18. [32.7.9.7.b] Interior parking regulations are based on parking and vehicular circulation area. The
landscaping sheet says 130,631 SF, while the cover sheet says 123,150 SF. A complete review
of the requirements of this section cannot be completed until reliable data is provided. Please
revise the plan and ensure that the square footages are correct.
19. [32.7.9.7.c] Where parked cars will be visible from the public street, additional landscaping of
low street shrubs are required 5' o.c. Please revise to address this requirement.
20. [32.7.9.9.b3] Tree canopy for residential projects of a density of 10 -20 units per acre is 15 %.
Please revise landscape plan accordingly.
21. [32.7.9.9.c] When revising the tree canopy calculations, be sure to be clear about what land area

deductions are made per this section. (Rec area, open space, preservation areas, etc...)
22. [32.7.9.7.d] If you are claiming a canopy bonus per this section, please show calculations
explicitly on the plan.
23. [32.7.9.6] Provide street tree calculations on the landscape plan. I understand the calculations to
be as follows, however this would not be apparent to others looking at the plan. Please provide
the calculations you used on the plan to illustrate compliance.

425' / 40' (medium req. is 1 per 40') = 10 req'd med. trees (18 provided)
