Staff has reviewed your initial submittal for a Special Use Permit for a day /boarding camp that
would allow overnight stays (SP201000035) and a Special Use Permit to continue existing
swimming pool use for members, allow expansion of the existing bath house, and allow special
events and concession sales (SP201000041) on 13.206 acres
We have a number of questions and comments which we believe should be resolved before your
goes to public hearing. We would be glad to meet with you to discuss these issues. Our
comments are consolidated below:
Planning
Initial comments on how your proposal generally relates to the Comprehensive Plan are provided
below. Comments on conformity with the Comprehensive Plan are provided to the Planning
Commission and Board of Supervisors as part of the staff report.
The property is located within the Ivy Creek Water Supply Watershed. The Natural Resources
section of the Plan includes goals and objectives for protecting the region's water supply:
OBJECTIVE: Maintain the integrity of existing stream channels and networks for their biological
functions and drainage. Protect the condition of state waters for all reasonable public uses and
ecological functions. Restore degraded stream and wetland ecosystems where possible.
SURFACE WATER STANDARDS
The following GENERAL STANDARDS should be applied to protect surface water:
C Protect and enhance riparian corridors in their natural condition. Maintain natural buffer areas for
all land uses. Buffer areas reduce erosion and runoff of sediment, nutrients, and pesticides from
land activities adjacent to watercourses; provide stream bank stabilization by maintenance of live
root systems; maintain temperature norms along watercourses; and maintain shoreline and aquatic
habitats. Maintain along all watercourses buffers of undisturbed natural or established vegetation,
or replanted buffers with the goal of an indigenous bottomland forest. Stream buffer widths should
be adjusted based on the presence of wetlands, flood plains, adjacent critical and /or erodible
slopes, guidance from the Open Space Plan, and other watershed considerations.
C Avoid placing fences, bridges, and other impediments across canoeable streams. Property
owners should be encouraged to remove fallen trees and other obstacles to canoe and boat
passage on streams commonly used for boating and canoeing.
C As development occurs, design development and asociated BMPs to reduce impervious cover
and to minimize negative impacts on streams, including stream channel erosion, habitat
degradation, and loss of groundwater recharge.
C Undertake ecosystem restoration projects in high priority areas.
The following GENERAL STANDARDS should be used in flood hazard areas:
C Locate and design utilities such as gas lines, electrical, and telephone systems to minimize
damage and prevent flotation and dislocation due to flooding.
C Require storm water detention facilities for developments with high impervious coverage and
design such facilities to maintain pre - development runoff rates for the 2 -year and 10 -year storms.
Encourage regional and subregional stormwater detention facilities that can serve as BMPs and
that can serve more than one individual development.
C Utilize floodplains for their natural ability to assimilate floodwaters. Appropriate uses include
passive
recreation, greenbelt development, buffer areas, and open space.
C Restore natural floodplain functions where they have been altered. Plant appropriate floodplair
vegetation as part of a BMP and buffer program.
C Encourage and promote landowners to put floodplains into conservation easements
In addition, show existing bathroom and shower facilities on the plan and existing drainfields. Show
parking areas and the number of vehicles accommodated in these areas. Describe fully what
facilities will be made for campers — tents, cabins, food, etc. How many current members are in
the club; how many attend on a daily /weekly basis (general amount). How many and what type of
special events? How many people: How is attendance regulated? Where will they park? Describe
parking surface and driveway surface materials. Explain type and placement of concession sales.
Give distance from pavilion /pool /bathhouse /parking to the property line and to the nearest
residences. Show location of well and drainfields on plan.
Zoning
The following comments have been submitted by Amelia McCulley:
I have reviewed this initial submittal and have several questions. My comments will be combined
for both special use permits.
1. How much parking currently exists on the property? Please generally depict the parking on the
plan and note the surface of the parking. We will need to determine that there is or will be
adequate parking provided. Please also see questions #4 and 5.
2. The application states the swimming pool use will allow up to 350 memberships. How many
memberships are currently permitted? This is asked to understand the extent of expansion in
the pool use.
3. The application states the camp use will be for up to 100 campers. How many staff will there
be?
4. How will transportation be provided to the camp — by individuals or pick -up by camp bus? Is
there currently a commercial entrance to this site?
5. Please further describe the special events. What type of events (private parties or open to the
6. What months will the camp be open?
7. How will access (pedestrian and vehicular) be provided to the pavilion both during use and
during construction? Will the pavilion have walls, running water, bathrooms?
8. What type and distance of buffer will be provided between the pavilion and adjoining property?

Current Development
The following comments have been provided related to how your proposal may or may not be able
to meet site plan or subdivision ordinance requirements in the future by Bill Fritz:
1. A pavilion is proposed across the stream from the access to the property. How will this
building be accessed for construction and after construction without impacting the stream
buffer? In addition, it is difficult to determine if room is available to build the pavilion
without impacting critical slopes, or if it could meet setbacks.
2. Both the standard parking and overflow parking appear to be in areas of critical slopes.
Disturbance of critical slopes is not permitted without a waiver.
3. 1 cannot tell how much if any formal parking is provided for this site. I have reviewed the
aerial photos and it appears that the parking is informal at best. It is my opinion that
additional parking will be required for this use (although this is a determination for the
Zoning Administrator). If additional parking is required or if entrance improvements are
required then a site plan will be required. The parking will have to meet all the requirements
of the ordinance for design including surface material (paved), slope and the provision of curb
and gutter.
4. Overflow parking is shown. The extent of the overflow parking is difficult to determine.
Overflow parking will have to be designed to provide a surface and slope that is adequate and
appropriate for the intended use.
5. As part of the site plan review process the site will be evaluated to determine if it meets the
minimum standards of Section 5.1.16. 1 would recommend that an analysis be done with the
special use permit to determine if it complies instead of waiting for the site plan process.
Engineering and Water Resources
The following comments related to engineering and water resources have been provided by Glenn
Brooks:
1. The existing bath house is within the Water Protection Ordinance stream buffer, which does not
allow expansion.
2. The plan needs to show access to the proposed pavilion. It appears a stream crossing is
required.
3. Required parking will need to be formalized. It should be out of the buffer, and meet the
requirements of the zoning ordinance.
4. Stormwater management will be required. by the Water Protection Ordinance, and should be
shown conceptually.
5. The Entrance and road should be shown conceptually to meet the zoning ordinance and VDOT
requirements for a commercial /institutional use.
VDOT and Health Dept.
Comments from VDOT and Health Dept. will be forthcoming and they will be forwarded when they
have been received.
FIRE AND RESCUE
Must comply with the Virginia Statewide Fire Prevention Code. Final approval is subject to field
inspection and verification.
Resubmittal or Public Hearing
Within 30 days of the date of this letter, please do one of the following:
(1) Resubmit in response to these comments on a resubmittal date as published in the
project review schedule (the full resubmittal schedule may be found at
www.albemarle.org in the "forms" section at the Community Development page), OR
(2) Request a public hearing be set with the Planning Commission based on the
information provided with your original submittal (a date will be set in accordance with

the Planning Commission's published schedule as mutually agreed to by you and the
County), OR
(3) Request indefinite deferral and state your justification for requesting the deferral.
(Indefinite deferral means that you intend to resubmit /request a public hearing be set
with the Planning Commission after the 30 day period.)
If we have not received a response from you within 30 days, we will contact you again. At that
time, you will be given 1 Q days to do one of the following: a) request withdrawal of your
application, b) request deferral of your application to a specific Planning Commission date as
mutually agreed to with staff, or c) request indefinite deferral and state your justification for
requesting the deferral. If none of these actions is taken, staff will schedule your application for a
public hearing based on the information provided with your original submittal.
Unless you fail to respond within the time periods specified above, a public hearing with the
Planning Commission will not be advertised until you advise us that the project is ready to proceed
to a public hearing. At that time, a legal advertisement will be run in the newspaper and a staff
report will be prepared to go to the Planning Commission.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the
Planning Commission's public hearing will be allowed during the life of the application. The only
exception to this rule will be extraordinary circumstances, such as a major change in the project
proposal by the applicant or more issues identified by staff that have not previously been brought
to the applicant's attention. As always, an applicant may request deferral at the Planning
Commission meeting.
