A pavilion is proposed across the stream from the access to the property. How will this building be accessed for construction and after construction without impacting the stream buffer? In addition, it is difficult to determine if room is available to build the pavilion without impacting critical slopes, or if it could meet setbacks. 2. Both the standard parking and overflow parking appear to be in areas of critical slopes. Disturbance of critical slopes is not permitted without a waiver. 3. I cannot tell how much if any formal parking is provided for this site. I have reviewed the aerial photos and it appears that the parking is informal at best. It is my opinion that additional parking will be required for this use (although this is a determination for the Zoning Administrator). If additional parking is required or if entrance improvements are required then a site plan will be required. The parking will have to meet all the requirements of the ordinance for design including surface material (paved), slope and the provision of curb and gutter. 4. Overflow parking is shown. The extent of the overflow parking is difficult to determine. Overflow parking will have to be designed to provide a surface and slope that is adequate and appropriate for the intended use. 5. As part of the site plan review process the site will be evaluated to determine if it meets the minimum standards of Section 5.1.16. 1 would recommend that an analysis be done with the special use permit to determine if it complies instead of waiting for the site plan process.
