Dear Tim,
Thank you for the recent submittal for these special use permit applications. Please find review
comments included in this letter. Note that comments for the two special use permits are listed
separately.
Please see the attached resubmittal schedule for a list of dates on which you can submit your
revisions and responses to review comments (below and attached), as well as for possible
Planning Commission dates (please note that the listed dates are the earliest possible, but actual
dates need to be selected to suit the revision schedule for each project.)
COMMENTS
SP2010 -00036 MonU Park [Athletic Club use]
Planning (Scott Clark)
It would be helpful to know the maximum attendance that you expect (or need) for
regular games. Also —would you expect to have any special events, larger games,
tournaments, etc., that would sometimes lead to greater- than - normal attendance?
Would the times that the site is available to other organizations coincide with any of the
club's own games?
If possible, it would improve the proposal to reduce the number of parking spaces. The
number shown on the plan is correct for seven fields, but if seven fields will not be in use
at the same time, that much parking (with its grading and water - quality impacts) may not
be necessary. On the other hand, we don't want to create a situation where larger events
overwhelm the available parking. Please contact me to discuss this issue of attendance
levels and parking.
• The conceptual plan does not show any structures. Will the site be able to function
without structures (restrooms, office, concession, storage, etc.)? Are any structures
planned for the future. Please note that structures may or may not be permitted,
depending on their location (due to floodplain regulations).
• How will water and bathroom facilities be provided on the site?
• Will the fields be delineated by chalk lines, or by some other system?
• Where will on -field equipment be stored when the fields are not being used?
Planning (Architectural Review Board — Margaret Maliszewski)
• The wooded area to remain along the Entrance Corridor is expected to sufficiently
mitigate views of this development from the EC.

Current Development — Planning (Bill Fritz)
• Gravel parking is proposed. The applicant should apply for a waiver as provided for in
Section 4.12.2(c). At a minimum the sections that would need to be waived are
4.12.15(a)(g). The applicant should review all design requirements of Section 4.12 to
determine if other modifications may also be necessary.
• No change is needed to the plan at this time but the applicant should be aware that the
landscape provisions of Section 32.7.9.7 will have to be met during site plan review.
• The parking lot is proposed within the floodplain. Some method to control the use of the
parking lot should be established to prevent vehicles from being in the parking lot during
periods of flood.
• I encourage the provision of emergency access to the play fields. Designs have been used
in the past for emergency access consisting of a gravel base with a thin layer of topsoil
which supports grass. This is only a recommendation and is not a requirement of the
ordinance.
County Engineer _ (Glenn Brooks)
A paved parking lot and entrance road will be required as part of the site plan review
process. This is needed for the expected traffic, and to avoid long term erosion and
sediment control problems, as well as washout and pollution into the river. This is
clarified because there is a discrepancy on the plans. Sheet one notes indicate a prime
and double seal, which is a minimum paving specification, while sheet two labels areas as
gravel.

Rivanna Water & Sewer Authority (Victoria Fort)
The location of the proposed soccer fields will require the installation of an emergency
alarm system. RWSA is still evaluating the details but will allow the approval of
SP201000036 and SP201000037 under the condition that such a system is put in place.

Inspections (Jay Schlothauer)
• No objection.
Fire/Rescue (James Barber
1. No objection. Must comply with the Virginia Statewide Fire Prevention Code. Final
approval is subject to field inspection and verification.
Virginia Department of Health (Josh Kirtley)
Department of Health comments will be provided as soon as they are available. However,
we recommend that you contact Mr. Kirtley at the Charlottesville office of the
Department of Health as soon as possible, so that you can describe your proposed
operations to him and get his advice on how to proceed with planning for water - supply
and septic issues.
Virginia Department of Transportation (Joel Denunzio)
VDOT has previously checked sight distance for this site but at a slightly different
location. I believe that this location will be able to clear and obtain commercial sight
distance but I suggest the applicant request that a VDOT Permit Inspector meet them at
the site to ensure the location is adequate.
Trip generation needs to be shown on the plan.
Left and right turn lane warrants need to be submitted and if either is warranted, they
need to be added to the plan.
