Keep the minimum median width 8' along Lewis and Clark Drive until it needs to be widened to accommodate the left turn lane. 2. Lane widths for Lewis and Clark Dr. are a minimum of 11'. (RDM, A -14) a. The width of the through lane is set 1' off the face of the median curb. (RDM, 2E -15) b. Bike lanes are 5' form the face of curb. 3. Do not combine the bike lanes and sidewalks. 10' sidewalks are acceptable but this design is not adequate for a shared use path and bike lanes need to be continuous on the street. 4. Do not show 15' travel lanes on Lewis and Clark Dr. They are 11' travel lanes with a 5' bike lane. 5. Add UD -3 drains under the sidewalks. (RDM, A -114) North Pointe Blvd: 1. Road A, North Point Blvd has an ADT over 2000 vpd and a design speed of 40 mph. 2. Lane widths are to be 12'. (RDM, A -14 footnote #1) a. The width of the through lane is set 1' off the face of the median curb. (RDM, 2E -15) b. Bike lanes are 5' form the face of curb. 3. Show a 10' sidewalk, not a 5' sidewalk and a 5 foot bike lane. 4. The minimum buffer strip is 6 feet with street trees. 5. Sidewalk is required on both sides of North Point Blvd. (SSAR, 46) 6. GR -2 needs to be a minimum of 6 feet off the face of curb or aligned with the face of curb. (RDM, A -34) 7. The minimum clear zone is 12' when projected ADT is 1500 to 6000 VPD. (RDM -A -20) Add UD -3 drains under the sidewalks. (RDM, A -114) Sheet C -11 The maximum SM -9.5A thickness is 1.5 ". (PDG, 25) Aggregate 21 A used as a sub base has an equivalency factor of 0.6. (PDG, 25) All North Point Blvd. design is to be for ADT of 2285. Sheet C -12 1. The minimum intersection spacing for full access intersection is 440' and partial access is 250'. Recommend removing the entrance right of station 28 +69 and relocating the entrance at station 30 +81 to station 29 +85. (RDM, F -24) 2. The minimum median width is to be 8'. Do not taper down the median at station 28 +37. Edge of pavement and face of curb is to be parallel to the CG -2 and MS -1 from station 27 +50 to 29 +00. 3. Transition from the 8' median to 16' median needs to occur prior to the intersection and should occur with adequate curves in accordance with the design speed. The minimum commercial entrance width is 30'. (RDM, F -99) 5. Entrance and intersection curb return radii need to be in accordance with table 4 -1, Appendix F of the Road Design Manual for the design vehicle. The plan needs to consider school bus traffic. 6. Provide a minimum 50' landing at 2% or less grade at the intersection approaches for Lewis and Clark Dr. and North Point Blvd. Show bike lanes from station 31 +00 to 34 +00 on Lewis and Clark Dr. Use separate CG -12's left and right of station 31 +00 to direct pedestrians into the crosswalks. (RDM, A -111) Sheet C -13 1. The minimum intersection spacing for full access is 440' and partial access is 250'. Recommend moving the entrance right of station 14 +00 and left of station 15 +62 to both line up across from each other at station 15 +10. Remove the entrance left of station 14 +08. Another option is to line up the school entrance and the entrance shown left of station 15 +62 at station 15 +69.93 and locate the clubhouse entrance at station 13 +19.93 as a right in/ out. (RDM, F -24) The minimum entrance width is 30'. The entrance curb return radii need to accommodate the design vehicle. Use separate CG -12's left of station 13 +90 to direct pedestrians into crosswalks. (RDM, A -111) Show bike lanes on North Point Blvd. from station 11 +00 to 13 +90. Continue sidewalk on the left side of the road from station 16 +00 to 26 +00. (SSAR, 46) 6. The length of guardrail left and right of station 21 +00 +/- to station 24 +00 +/- needs to be designed in accordance with the VDOT Road Design Manual, A -35 to determine the length of need. GR -2 left of station 20 +50 to 24 +00 needs to be located behind the sidewalk. (RDM, A -35) 7. GR -7 installations require a 4' offset and grading in accordance with standard GR -7, 501.11 and 501.13 of the Road Design Manual. These installations will change the grading shown on sheet C -9 and likely require the relocation of the temporary ditches. 8. Both sides of North Point Blvd. are supposed to accommodate future widening to 4 lanes according to the application plan. The proposed right of way on the left will not accommodate the widening. Future widening of North Point Blvd.: a. The minimum buffer strip from the back of curb to the sidewalk is 4' and if street trees are to be located in the buffer strip, they need to accommodate the 12 foot clear zone. (RDM, A -112) b. Sidewalks along North Point Blvd. need to be placed to accommodate the future widening buffer strip/ clear zone or be 8' in width with adequate right of way behind the sidewalk for lateral obstructions such as road signs. In any case, manhole structures should not be placed in the sidewalk. (SSAR, 45)(RDM, A -112, 113) 10. The entrance right of station 19 +83 and 21 +82 needs to be in accordance with the access management spacing standards. (RDM, F -24) Sheet C -14 1. Add bike lane striping on Lewis and Clark Dr. from station 31 +00 to 34 +00 and North Point Blvd. from station 11 +00 to station 13 +75. Remove all sidewalk striping and shared use path restriction signs. Add stop bars at locations with stop signs. 4. Submit an analysis for the level of service and a warrants analysis for the proposed 4 way stop at the intersection of Lewis and Clark Dr. and North Point Blvd. Do not combine street signs at the top of stop signs. 6. The stop sign placement on Lewis and Clark Dr. right of station 30 +50 is on the wrong side of the road. Separating the CG -12's will allow for proper placement. 7. The location of the stop sign right of station 33 +70 is placed too far back to allow adequate sight distance. Locate the stop bar and sign 4' behind the crosswalk. 8. Stop sign placement left of station 14 +00 on North Point Blvd. is too far back form the intersection. Revising the CG -12's will allow for proper placement. Note #2- 6 "x6" wood posts cannot be within the clear zone. 10. Note #1 should refer to the latest VDOT adopted MUTCD. Sheet C -15 1. Standard SL -1 needs to be on all drop inlets with a height greater than 12 feet. Structure 11 needs an SL -1. (RBS, SL -1) Sheet C -25 Sag inlets 6.1 and 6.2 are missing from the calculations and also will require flanking inlets. (DM, 9.4.6.7) Sheet C -26 Add a UD -3 sidewalk detail.
