HomeMy WebLinkAboutSUB200800138 Review Comments Final Plat 2010-11-04*-&A County of Albemarle Department of Community Development Memorandum To: Gerald Gatobu, Current Development Project Planner From: Phil Custer, Current Development engineering review Date: 4 November 2010 Subject: Westhall V Final (before Preliminary) Plat (SUB- 2008 - 00138) The second revision to the final plat for Westhall V, received on 3 September 2010, has been reviewed. At this time, engineering review for current development cannot recommend approval to this is final plat. The applicant does not have approved ESC, SWM, or road plans for this project. These approvals must be given before a plat can be approved. However, the technical aspects of the plan have been finalized enough to perform a full review of the application. The following comments must be addressed before engineering can recommend approval to the plat: 1. A Deed of Dedication and Easement is needed for all required drainage easements associated with this final plat. Please refer to the County's website for the most recent forms and procedural guidelines that need to be followed when submitting a Deed of Dedication and Easement. The wording shown for the drainage easements on the Deed of Dedication and Easement needs to be exactly the same as the wording on the final plat. The deed of easement (and the revision to the final plat) should not be submitted before all ESC, SWM, and Road plans are approved. (Rev. 1) This comment has been acknowledged by the applicant. (Rev. 2) This comment has been acknowledged by the applicant. 2. Drainage easements (and associated deeds of dedication and easement) to and from the pond on TMP 56 -53 are needed. (Rev. I) Comment withdrawn. A few of the drainage easements are not identified. (Rev. 1) All easements appear to be identified. This will be confirmed once the SWM, ESC, and road plans are approved and easement locations finalized. (Rev. 2) All required easements have been correctly shown and dimensioned. Modifications to these easements are not anticipated at this time. 4. All bonds must be posted before this plat can be approved. (Rev. 2) This comment has been acknowledged by the applicant. To receive a road bond estimate, the applicant must complete the bond request form and submit it to the county with a $250 fee. When the road bond is posted, the applicant will need to have a Schedule of Completion approved by the County Engineer. The ESC and SWM bonds will be calculated at the time of WPO plan approval. The applicant needs to apply for a waiver to disturb critical slopes and for the private street serving the affordable units. It seems that a preliminary plat was previously submitted for this project but was withdrawn in April. As a result, any waivers granted with that application are no longer valid. (Rev. 1) The applicant has submitted a request for critical slopes and authorization of private streets. Engineering analyses for these requests will appear in separate letters. (Rev. 2) The Chief of Current Development has determined that the waivers approved with the Current Development Engineering Review Comments Page 2 of 2 preliminary plat application which was withdrawn are still valid. 6. The drainage easement between lots 97 and 98 should be at least 20ft. (Rev. 1) Comment not addressed. This easement must be 20ft. The request for a ]Oft easement in this location which was addressed to the County Engineer was not granted. (Rev. 2) Comment has been addressed. (Rev. 2) There are offsite easements shown on this plat that also appear on the Lickinghole Creek LLC plat (SUB- 2008 - 00166). However, since not all of the easements on TMP 56 -53 are shown on this plat, I recommend that the applicant continue processing SUB - 2008 -00166 and record that document before the current final plat (SUB- 2008 - 00138) is signed. This current plat should note the previously approved easements on the adjacent property with space for referencing the deedbook and page numbers. The plat for TMP 56 -53 must be recorded prior to county approval of the Westhall Phase V plat. 8. (Rev. 2) Please correct note 15 on the cover sheet to exclude the private drainage easements shown on sheet 4 of the plat. 9. (Rev. 2) The lineweights and coloring of Sheet 4 makes deciphering the new easements difficult. Please consider increasing the thickness or darkness of these new easements.
