HomeMy WebLinkAboutSUB201000081 Review Comments Final Plat 2010-11-23*-&A County of Albemarle Department of Community Development The second revision to the final plat for Old Trail Block 4, received 9 November 2010, has been reviewed. The following comments have been provided: The storm drainage easements shown on the plat must not be dedicated to public use. The storm drainage system under Penshaw Court is a private system. The VDOT drainage taken from the four inlets in the first 100ft of Upland Drive must not be taken through the site and must continue on the northern curb line of Upland Drive as approved in the Block 4 Road Plan WPO -2008- 00106. (Rev. 1) After further discussion with VDOT and other county staff, it was decided that the drainage line under Pennywell Lane from Upland Drive to Claremont can remain a public drainage easement. Deeds of Easement for this public drainage easement will be required. A copy of the latest drainage easement template can be received from the County Attorney's office. The drainage easement under Penshaw Court North must not be a public drainage easement because no public drainage is conveyed by it. Please remove "Hereby Dedicated to Public Use from the notation and insert "Private" before "Storm ". (Rev. 2) All drainage easements are shown correctly. 2. A private drainage easement is needed across Lot 18 for the 8" storm line. [Design Manual] (Rev. I) Comment has been addressed. 3. This plat cannot be approved until Claremont Drive from Golf Drive to Upland Drive is dedicated to public use. If the current plat (SUB- 2010 - 00081) will not be providing this dedication, please provide the Deedbook and Page number for preceding plat which dedicates this ROW. [14- 404.A, 14 -435] (Rev. 1) This application implies that another plat will be dedicating this public ROW. This application should not be approved until the ROW has been dedicated with a previous plat. (Rev. 2) Comment has been addressed. 4. This plan cannot be approved until a road, esc, and, if necessary, swm bond is posted for the following roadways and travelways: Upland Drive from Old Trail Drive to Claremont Drive, Claremont Drive from Golf Drive to Upland Drive, Penny Well Lane, and Penshaw Court. According to county records, only the ESC bond for the Block 4 Road plans (WPO- 2008 - 00106) has been posted. After the construction plans for Block 4 are approved, you may request a road bond computation by submitting a Road Bond Request For and Schedule of Completion with the request fee. New bond estimates will be needed for Claremont Lane (Road C) and Upland Drive (Road E) due to the length of time since the previous bond calculation. [14- 404.A, 14 -435] (Rev. 1) Comment remains unchanged, though it is my understanding that the bond for Claremont Lane is required for the Block 13 plats. (Rev. 2) This comment has been noted by the applicant. Please note the bond cannot be computed until the site plan (which contains the infrastructure to be bonded) is approved. The ESC bond will also need to be posted prior to county signature on the final plat. Additional changes to the plat may be required based on the review of the Block 4 site plan when all travelway dimensions and drainage plans are checked.
