Please find review comments included in this letter. Note that comments for the two special use permits are listed together in this case. Please see the attached resubmittal schedule for a list of dates on which you can submit your revisions and responses to review comments (below and attached), as well as for possible Planning Commission dates (please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the revision schedule for each project.) COMMENTS SP2010 -00046 New Hope Community Church Planning (Scott Clark) • In general, given the County Engineer's comments (see attached memo), I will save any detailed comments on the site design for the next revision. However, minimizing stream impacts and loss of wooded cover should be general goals. Wherever possible existing vegetation should be retained. • If possible, please include the septic fields and other facilities in the area disturbed for construction rather than in wooded areas. • Remaining wooded areas should be marked as "Wooded Area to Remain" on the conceptual plan. • Please show the existing tree line as well as the proposed tree line on the plan. If there are any areas to be planted (to fill in existing gaps, etc.), please indicate those as well. Church Use • Please give more details on the seminars mentioned on the application —size; frequency; whether they are for church members, other organizations, and /or the general public; etc. • Does the church plan to rent the facility for commercial (non- church) uses? Soccer Field (Athletic Club) Use o In order to review this proposal, it will be necessary for us to have more details about the proposed soccer use - -hours and days of operation, maximum attendance, detailed of proposed lighting (if any), whether there will be amplified sound, possibility of tournaments or other larger events, etc. Without those details, we cannot evaluate the proposal for the Planning Commission and Board of Supervisors. o Please describe any times when church- related activities and soccer activities would overlap, and how the two uses would be accommodated. County Engineer (Glenn Brooks) • Please see the attached memo Current Development – Planning (Bill Fritz) • Please see the attached memo Planning (Architectural Review Board – Margaret Maliszewski) This parcel is located 350' from the Entrance Corridor. Only the southeast corner of the parcel falls within the Corridor. The only development proposed in this part of the parcel is the southeast corner of the soccer field. Existing wooded area is identified as "to remain" at this corner, helping to screen the field from the Corridor. Consequently, the proposed development that falls within the Corridor is not expected to have an impact on the EC. • Please note that this comment could change if the proposed entrance is moved in accordance with the County Engineer's recommendations. Zoning (Francis MacCall) • Please see the attached memo. Fire/Rescue (James Barber) 1. No objection. Must comply with the Virginia Statewide Fire Prevention Code. Final approval is subject to field inspection and verification. Virginia Doartment of Health (Josh Kirtley) Department of Health comments will be provided as soon as they are available. However, we recommend that you contact Mr. Kirtley at the Charlottesville office of the Department of Health as soon as possible, so that you can describe your proposed operations to him and get his advice on how to proceed with planning for water - supply and septic issues. Virginia Department of Transportation (Joel Denunzio) 1. An exception to the VDOT entrance spacing standards has been submitted to VDOT for review. 2. VDOT planning has recommended that the church explore other options for the entrance prior to approval. Options include a connection to the north- south section of Dickerson Road that may not meet the spacing standards or using the existing private Piney Mountain Road for access. If the private road is considered, the church can bring the road up to state standards to the church entrance and VDOT can accept it into the state maintenance system. This option would require existing Piney Mountain Road residents agreement in addition to county approval. Please let me know if you have any questions or need any more information.
