The members of the County's Site Review Committee have reviewed the development proposal referenced above. Preliminary comments are included below. Planning Division Comments will be forthcoming. Division of Zoning and Current Development 1. The Open Space Plan indicates this area as being within an area of Major and Locally Important Stream Valleys and Adjacent Critical Slopes. Care should be taken to minimize disturbance to the greatest extent possible. 2. The Open Space Plan indicates a Surveyed Historic Site on the property. See the Historic Resources comment for recommendations for this site. 3. A subdivision application is currently under review for this property, SUB2010 -119. A critical slopes modification, and street tree and sidewalk modification have been received and will be presented and taken to the Planning Commission at the same time as the Special Use permit applications. County Engineer See attached memo. Historic Resources The Department of Historic Resources Data Sharing System identifies the proposed stream crossing area as the site of the Maury Mill, with remnants of the mill's wheel pit and rock foundation visible at SP 2010 -028, Charlottesville KOA 2 the time of the survey. If mill remains are still present, it is recommended that the remains be documented in photographs and drawings before work begins on the stream crossing. Albemarle County Sewer Authority Comments will be forthcoming. The applicant should contact ACSA to ensure their requirements are met and they can approve the use for the site, which will be a condition of approval for the Special Use Permit. Rivanna Water and Sewer Authority From email dated December 1, 2010 Before RWSA can adequately review the changes to the Granger site, we request that the following elements be added to the plans: 1. Please show all available as -built information for the existing sewer line including manhole numbers, pipe sizes and materials, inverts (on profiles), etc. 2. Please show both the existing and proposed locations of the sewer line in the stream crossing profiles. (Sheet 2 of the Granger Stream Crossings Special Use Permits Plans) 3. Please include a profile of the proposed sewer relocation. 4. Please show the proposed RWSA sewer line easements requested in the last set of comments (60' along the length of the existing sewer and rectangle extending from the property line of lot 1 to the VEPCO easement and 100' down from the railroad r /w) 5. Please remove the hatching (for WPO 100' buffer /greenway) on the utility plans (sheet 5 of 7) as it makes the drawing difficult to read. Please also correct the label on the upper left corner of that sheet that calls out the 100 -year flood plain as the 100' WPO buffer. 6. From a visit to the site, it is clear that the stream alignment shown on the plans no longer reflects existing field conditions. In particular, from the outlet of the box culvert (under the railroad) to Stribling Place, the flow of the stream appears to follow the RWSA sewer alignment. 7. How fixed is the road alignment shown in the plans? We were unsure whether this was dictated by the county or if there is some flexibility in its location. Building Inspection No objection. Virginia Department of Transportation Box culvert designs will need to be reviewed by VDOT Structures and Bridge section. Any revisions or comments that relate to the box culvert designs could require changes to the proposed impacts of the stream crossings. Fire and Rescue Division No objection. Must comply with the Virginia Statewide Fire Prevention Code. Final approval is subject to field inspection and verification. Comments from each reviewer reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues which could effect approval of the proposed project.
