Subject: ZMA 2010 -014 Hollymead Town Center Area A -1
I have reviewed the initial submittal and have the following comments:
1. Remove Tax Map 32, Parcel 42C reference in the proffers and any other materials for this
rezoning because this parcel number does not currently exist. It appears that Tax Map 46,
Parcel 5 should be listed in the legal ad as noted in the application and proffers. You'll need to
check and confirm the acreage listed in the proffers and legal ad is correct. Tax Map 46,
Parcel 5A has been dedicated to the County as greenway.
2. The amended proffer introductory language still refers to ZMA 2005 -015 and that can be
deleted.
3. It would be helpful to have a plan submitted as part of this packet since the rezoning refers to
it.
4. Since the portion of Meeting Street south of Powell Creek is actually located only with HTC A2,
the proffer addressing that road construction and dedication should be included with that
rezoning.
5. I am concerned about the deletion of the first paragraph of existing proffer 1 D since it a)
requires the completion of that segment of Meeting Street that is long overdue and b) it outlines
the expected road standard. This amendment was not discussed and we object to it.
6. Proffer #3 relating to "public transit stop construction" has not been met and is technically in
violation. We suggest that the location and construction timing be addressed by the applicant
at this time — either it will be addressed prior to c.o. for Kohl's or it will be amended with this
rezoning.
7. We should get an update on the status of proffer #5 — intersection analysis.
8. Is proffer #11 "Additional Public Space" tied down as to location? If not, it should be.
9. It is helpful and we recommend that those proffers that are satisfied, so state.
