County of Albemarle rtment of Communitv Development Memorandum To: Scott Clark, Senior Planner From: Francis MacCall, Senior Planner Division: Zoning Date: December 20, 2010 Subject: SP 2010 -46 New Hope Community Church — initial zoning comments SP 2010 -47 New Hope Community Church Soccer Field — initial zoning comments Please consider the following comments SP 2010 -46 1. The parking listed on the concept plan is calculated per the development area calculation and not the rural area calculation (see below). If you have analyzed the need for the parking and feel that 1 space per 3 fixed seats is what will work for this use then please state this and provide how that analysis was developed. Church: In the development areas identified in the comprehensive plan, if the area of assembly seats more than one hundred persons, one (1) space per three (3) fixed seats or per seventy -five (75) square feet of area of assembly, whichever shall be greater; if the area of assembly seats one hundred persons or fewer, one (1) space per four (4) fixed seats or per seventy -five (75) square feet of area of assembly, whichever shall be greater. In the rural areas identified in the comprehensive plan, the number of Proposed spaces shall be shown in a parking study submitted by the church; the number of required spaces shall be determined by the zoning administrator, who shall consider the recommendations in the parking study, traffic generation figures either known to the industry or estimated by the Institute of Transportation Engineers, peak parking demands, and other relevant information. Nothing herein requires the parking study to be prepared by a transportation engineer. 2. It is recommended that line for Phase 1 and Phase 2 delineated for the parking be switched so that all of the parking to serve the first phase of development be the parking between the church building and the field and a little to the side of the church. If this recommendation is not taken then it should be made clear that the proposed phase lines include travel ways to get to the parking in phase 1. 3. Remove reference to proposed sign 4. Standard church conditions should apply. SP 2010 -47 1. There needs to be 24 parking spaces identified for the soccer field. If shared parking is proposed then provide the analysis for that justification. 2. When is the field intended to be constructed in relation to the church? For the 2 uses to stand alone there should be delineation on the plans submitted. Those delineations should show that there is parking to be established for each use. Please be aware that the timeframe to commence the use would be 24 months from the approval of the application. 3. Please state the purpose of the pavilion shown.
