The additional traffic generated by a family day home, excluding trips associated with the dwelling unit, shall not exceed twenty-four (24) vehicle round trips per day. Each family day home shall provide one (1) parking space plus one (1) parking space for each additional employee. The parking spaces may be located on -site, on the street where authorized by law, or in a parking lot safe and convenient to the family day home. (For example, a single family dwelling needs 2 parking spaces and I space for family day home) 12� Additional improvements to entrance and access. A zoning clearance shall not be issued if, after review of any site, additional improvements are necessary to protect public health or safety. In conjunction with each application for a zoning clearance, the zoning administrator shall identify, if necessary, the applicable design and improvements required that are at least the minimum necessary to protect public health and safety by providing safe ingress and egress to and from the family day home site, safe vehicular and pedestrian circulation on the site, and the control of dust as deemed appropriate in the context of the use. The Zoning administrator may consult with the county engineer or the Virginia {Department of Transportation regarding the minimum design and improvements for the entrance and access. The provisions of this section are supplementary to all other laws and nothing herein shall be deemed to preclude application of the requirements of the Virginia Department of Social Services, Virginia Department of Health, Virginia State Fire Marshal, or any other local, state or federal agency. I pride myself in offering quality care and staying up to date with development and education. I try to provide the best environment for small children to learn and grow. All but one of my current families have been with me for about 2 years now, which is a testament to their trust and the community I have created. Per my state license, all children need to have an extensive file, including vaccination and physical exam history, up to date to attend. Additionally, I only take families who want long term care and are respectful of my home and daycare. My daycare families become family and would be completely compliant to any rules I set forth to be a considerate neighbor. My current hours are M-TH 8:30-5:30. 1 am assuming I will add Fridays at those same hours once we are in the new space. Once my now 3.5 year old is in school, I am planning on providing a half day program, M-F. This past December I became licensed through the state and bought a house to expand. The house that ended up being the right one, is in Earlysville Forest, where I grew up in and lived for 18 years. Before buying, I was aware of a family friend who, through direct approval of the Earlysville Forest HOA, had a licensed daycare with 8 children attending each day. Due to this, I did not foresee any issues with running my own licensed daycare. Bright Beginnings started in Earlysville Forest, and is actually where I attended preschool. I also know of two other family friends who have provided in -home care in Earlysville Forest. Currently there is none, in a place that obviously needs it. My goal in trying to expand is to create an even better daycare that is sustainable. Having more children enrolled allows me to expand on our activities, experiments, arts and crafts, books, and toys, along with better indoor and outdoor equipment. It also allows me to hire a full time employee, which will help the general flow of the day drastically. Working alone with 5 children in your care is much harder than having the same ratio but with another adult around. This allows one adult to attend to one child at times of need, including emergencies, while the other adult is monitoring the other children. This also allows one adult to prepare snack, clean up, or do any other day to day duties while the other adult is focused on the children. Having extra help in the budget also allows me to afford to stay open on days I or my child is sick, instead of having to close, something that will help all of my parents drastically, and take immense pressure off of me. This goes for personal vacation time and time where I might need to leave the house for an appointment as well. I can not express how valuable affording full time help will be to myself and my daycare families. What I have mentioned above is just part of the benefits of having a healthier budget for my daycare. Being able to enroll ten children per day allows me to focus on only my daycare, instead of having to fill in with other jobs to support my child and I. The state allows up to 12 children in a family daycare. I have given immense thought to this, and having 10 children per day will give me the budget I need, while not being too chaotic. I purposefully picked my house due to the layout, which allows a separate space for the daycare, and for the outside, which is extremely private. My house backs up to the neighborhood trail system, but the trail is far enough back we can't see it. Only two neighbors can see us, but each house is separated from us by trees. Noise would be of no issue for any neighbor. Pick up and drop offs are naturally staggered, which means added traffic will be barely noticeable. With my 4 current families, 2 carpool, and I can assume I will find more families who do the same. I also believe I will have lots of interest from Earlysville Forest families. Because of these reasons, I do not think 10 children attending each day will add a noticeable amount of traffic more than 5 brings. I am hoping the board sees I am a respectful and considerate resident of Earlysville Forest, who would bring value to the neighborhood. I have put a lot of thought and time into the decision to become licensed and obtain zoning for more than 4 children. My wife and I have known Ms. Gruss and her family for the past year, ever since moving to Charlottesville to start our residency programs at UVA. When we first came here our son was just a year old and we were desperately searching for a good daycare option. After trying an institutional daycare and a couple other in -home daycares in the first months we simply did not feel like they were the right option. That all change when we met Tizzy. The trait that caught our attention, first, was simply how thoughtful and caring Tizzy was with all of her actions around the kids. It was clear that she had put a lot of thought into how to engage with the kids, foster their problem solving/creativity/empathy. After the first week of going to Tizzy's we had already noticed positive changes in our son. He was listening more to us, he was excited to help around the house in his little ways, and he wanted to engage in conversations with us. Additionally, Tizzy is very professional. Our daughter, Kaia, has attended Elizabeth's current daycare location for the past two years. As we live quite far out from Charlottesville, we are so thankful to have an option for daycare close to where we live and work. (There is a critical under -supply of daycare options in our area near Free Union and Earlysville.) This has allowed us to spend significantly less time and resources on driving, and more on what we would much prefer to do —time with our kids and getting work done. Elizabeth has provided a healthy, engaging, and fun environment for Kaia and the other kids who attend her daycare. She has operated for several years as an un-licensed daycare with only a few children, but has recently put a huge amount of work into achieving licensure in order to accept more kids into her daycare. I have taught at the Middle school and Pre-school levels. I have also served as a Head Start Supervisor in Orange County. My husband and I have lived in Earlysville Forest for 33 years. I am writing in support of Elizabeth Gruss' application for a home day care. As an educator and a parent, I am a strong supporter of quality Early Childhood Education. Home child care fills a need for working parents in our area who are looking for affordable child care in a less institutionalized setting. As an Earlysville Forest resident, I do not feel that a home day care would change the character of our subdivision. In fact, I think that it would enhance the subdivision for parents to have a home day care within the neighborhood. Traffic would be relatively minimal and the impact on the neighborhood would be little to none. A precedence was set in the mid-1980's when Kathe Petchel open her home day care on Stillwater Lane in Earlysville Forest. She then went on to open 3 day care centers in the greater Charlottesville area. I am hoping that you will see the benefits of Elizabeth Gruss' application. The applicant shall exercise due diligence to protect the sign or signs erected, pursuant to section 33.8, from vandalism and theft; maintain the sign or signs in the location or locations in an erect position as placed by the Zoning Administrator or designee; and ensure that such sign or signs remain legible. Failure to comply with these responsibilities may be grounds for the Commission or the Board of Supervisors to defer action on the petition or application until there is reasonable compliance.
