County of Albemarle Department of Community Development Memorandum To: Joan McDowell, Principal Planner From: Amelia McCulley, Zoning Administrator Division: Zoning Date: January 19, 2011 Subject: SP 2010 — 35 and 2010 — 41 Blue Ridge Swim Club — Z2 This memo and these comments will serve for both special use permit applications. 1. Because additional parking is required / proposed and the entrance to the state road will be modified, a site plan is required by the Ordinance {Section 32.2 a (5) 1. The applicant may wish to request a site plan waiver and can discuss this with Current Development. 2. If they will need to disturb the critical slopes for the septic line, they may want to address the critical slopes waiver at this time rather than with the site plan. 3. Based on their verbal and written description of the two proposed uses and how they will operate, the proposed parking appears to be sufficient in numbers. I recommend that the portion of the parking lot that will be necessary to support the school use be gravel surface as opposed to grass. Without gravel and with regular shuttle bus service, it will have more than infrequent light use and can become a mud tracking problem on the state road. In addition, if it becomes muddy, people may park outside of the parking area to avoid the mud. Gravel will also formalize the parking area and reduce the spillover of parking onto areas expected to remain natural. 4. The applicant verbally stated that they are no longer planning to expand the bathhouse. This should be provided in writing. 5. Please revise the plan to show the following: a. Eliminate bathhouse expansion; b. Correct the proposed number of parking spaces. You may also want to revise how the parking lot is depicted as integrated into the access road because it doesn't seem practical; and c. Show existing and /or proposed septic (primary and reserve) and well; 6. We will need to include conditions of approval that address: a. mandatory use of a shuttle bus for students (approximately 2/3 of enrollment); b. scheduling of special events for school and /or swim club must be coordinated so as to avoid parking conflicts; and c. maximum swim club membership and maximum school enrollment.
