December 28, 2010 ARB- 2010 -134: Taco Bell: Since the time the ARB application was made, staff has been submittal made for preliminary working with the applicant to resolve design issues so that the review of the building permit restaurant may be rebuilt as quickly as possible. Changes already made to the original design based on staff comments include revisions to lighting, building colors, building material, and the provision of an option to the "flying arch ". Because the new building footprint is substantially the same as the previous footprint, a Letter of Revision is being processed for the site and ARB review is limited to the building design and lighting. The bold colors have been changed to shades of brown (which were previously approved for the fascia panels), the EIFS walls have been revised to stucco, and an option for the entry tower has been proposed that raises the height of the feature to 26' and maintains the shape of the arch, but eliminates the flying arch itself. This option is considered more appropriate for the EC because it provides a more coordinated appearance for the overall building. This distribution of signs helps limit the impression of too much signage. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The flying arch design 2. The general building design — colors and materials 3. The site lighting 4. The blank wall area and the false window design Staff recommends approval with the following conditions: 1. The building shall use the entry "tower" design illustrated in Option B. 2. The building shall use the false window design for the southern elevation illustrated in Option B. 3. Revise the plan to identify the manufacturer and color of the EP Henry Earth Tone 37 -D block for the dumpster enclosure. 4. Add the following note to the site and architectural plans: "Mechanical equipment shall not be visible from the Entrance Corridor." 5. Revise the photometric plan so that spillover at the property line along Route 29 does not exceed .5 footcandles. Reduce the intensity of the parking lot illumination to a maximum of 20 footcandles. 6. Revise the Evolution Canopy to include lamps that emit less than 3000 lumens (less than 40 watt metal halide). 7 APPENDIX A This report is based on the following submittal items: Sheet # Drawing Name Drawing Date/Revision Date A1.0 Floor Plan 12 -23 -10 A4.0 Exterior Elevations 12 -23 -10 A4.1 Exterior Elevations 12 -23 -10 A4.0 Exterior Elevations Option B 1 -4 -11 A4.1 Exterior Elevations Option B 1 -4 -11 C2 Site Plan 12 -23 -10 L2 Landscape Plan 12 -23 -10 SLl Site Lighting Photometric 1 -4 -11 SL2 Exterior Lighting Plan 1 -4 -11 - Assorted photographs of completed Taco Bell buildings, window canopy cut sheet, sign drawings, Evolution canopy and portal cut sheets Undated - Material Sample Board with: Tower color "Autumnal" SW 6361; Main wall color: "Camelback SW 6122 "; Parapet band: "Baguette" SW 6123, "Golden Fleece" SW 6388, and "Craft Paper" SW 6125; Parapet cap: "Iron Ore" SW 7069; Tower cap: "Umber" SW 2861; Accent Color: "Rookwood Clay" SW 2823; Stone Wainscot: "Vintage Wine" Owens Corning Prostone.
