Proposal
To construct a treetop personal wireless service facility consisting of a steel monopole approximately 136 feet
tall with associated ground equipment.
Context
The proposed lease area is located approximately 360' west of the Route 20 Entrance Corridor. A residence is
located about 160' to the north and additional residences are located along Route 20 to the south. Most of the
surrounding area is heavily wooded. The Entrance Corridor street curves as it approaches the site from the
north.

Staff attended a balloon test on January 19, 2011. The balloon was launched 10' above the top of
the reference tree at the proposed height of the 136' monopole.

PROJECT DETAILS
• Construct a telecommunications facility on 40' x 40' lease area.
• Access to the site provided via a 20' wide access /utility easement from the lease area approximately 140' to the road bed of Old
Route 20, then along that road bed approximately 130' to Thorn Rose Lane.
• Proposed steel monopole, 136' tall (724' AMSL), height 10' above the top of the reference tree; pole and cables painted SW #6090
Java Brown.
• Reference tree is a 24" caliper Poplar, 126' tall, (top elevation 714.47' AMSL).
• Proposed equipment shelter, 11' -5" x 20' x 10' high, on a concrete pad; utility rack and ice bridge within fenced compound;
shelter and ground equipment painted SW #6090 Java Brown.
• Board on board fence around compound (27' x 24') painted SW #6090 Java Brown.
• 17 trees to be removed: 10 Poplars (including one 12" caliper), 2 Dogwoods (including one 5" caliper), and 5 Maples (including
four 8" caliper and one 5" caliper). Most of the trees to be removed stand along the access easement.
• Three flush - mounted antennas painted SW #6090 Java Brown, each measuring 4' -3.9" (H) x 12.7" (W) x 2.8" (D), installed with
brackets permitting down tilting not to exceed a maximum of 12" between face of pole and outer face of antenna. Top elevation of
each antenna below top elevation of monopole. Antennas painted SW #6090 Java Brown.
ANALYSIS FOR THE CERTIFICATE OF APPROPRIATENESS FOR THE GROUND EQUIPMENT AND BASE STATION
A Certificate of Appropriateness from the ARB is required for the base equipment portion of a proposed telecommunications facility in the
Entrance Corridors. The ARB may impose conditions on the Certificate of Appropriateness, based on the EC Guidelines, and consistent
with Section 5.1.40 of the Zoning Ordinance.

SUMMARY OF RECOMMENDATIONS
Regarding the Certificate of Appropriateness for the ground equipment and base station:

Regarding visibility of the monopole:
Staff recommends that the ARB forward the following recommendation to the Planning Commission:
