Dear Ms. Beazley:
Thank you for your recent application for a special use permit to construct a composting restroom and
museum/exhibition structure and to hold a series of special events on the site. The members of the
County's Site Review Committee have reviewed the development proposal referenced above.
Preliminary comments are included below.
Specifics of Proposal
The applicant is seeking approval to enhance the use of Pine Knot as an educational and historical center. In
addition to requesting approval to hold a series of special events each year, the applicant is also requesting
approval to construct a composting restroom and a 1500 sf maximum museum/exhibit building.
Planning Division
The proposal to enhance the use of Pine Knot as an historical center is supported by the Comprehensive
Plan's goal to protect the County's historic and cultural resources. Health Department approval of the
proposed composting toilet would be a condition of approval for the Special Use Permit.
Division of Zoning and Current Development
1. Please submit a more detailed concept plan drawn to scale, or at least dimensioned, showing the
proposed structures, dimensions of the parking area, dimensions of the roadways and travelways,
and whether paving or gravel is proposed. Include a note on the concept plan stating how many cars
the existing parking area can accommodate. Clarify whether the future overflow parking area is
"possible" or actually being proposed with this Special Use Permit. If the overflow parking area is
being proposed, include a note on the concept plan stating how many cars it can accommodate.
2. Please clarify the maximum number of special events and attendees being proposed for the Special
Use Permit. For instance, 12 events per year with a maximum of 150 attendees with two events not
to exceed 200 attendees; or, 14 events per year with a maximum of 150 attendees with two events
not to exceed 200 attendees. Section 5.1.42(i.1) of the Zoning Ordinance limits the number of

persons allowed to attend a special event for a historical center to 150. The applicant has requested
allowance for 200 persons to attend two events per year in the application, but this request needs to
be in the form of a waiver request identifying the specific section of the Zoning Ordinance (noted
above).
3. More detailed information regarding whether the parking area and entrance are appropriate for the
proposed use is required in order to determine whether a site plan is required by Section 32.2 of the
Zoning Ordinance.
a. If a site plan is required by Section 32.2 the applicant may request a site plan waiver.
This waiver, if approved, reduces the level of detail shown on the plan. It is not a
waiver of the design standards. If the applicant seeks relief from design standards they
will have to request those. Since I do not know what waivers the applicant may seek I
am unable to provide comment on the waivers. I recommend the applicant contact me
directly if they want to discuss a waiver of Section 32.2 or any of the design standards.
b.If a site plan is not required by Section 32.2 the applicant may request a waiver of Section
5.1.42(d) which requires a site plan. The Planning Commission may approve a waiver
of this section which would eliminate the need for a site plan. If this is done, I
encourage the establishment of design standards for any improvements that may be
proposed. The Planning Commission may only grant a waiver from Section 5.1.42(d)
if a site plan is not also required by Section 32.2.
County Engineer
1. Please clarify whether the exhibition/museum space is "possible" or whether it is actually being
proposed as part of the Special Use Permit application.
2. If the museum/exhibition space is being proposed as part of the application, it appears that clearing
and grading will occur. If grading occurs in excess of 10,000 square feet, an erosion and sediment
control plan will be required. The limits of clearing should be shown on the concept plan to
determine if the 10,000 square foot threshold is exceeded. If the intent is to avoid this requirement,
care should be taken to show this on the concept plan.
3. If the museum/exhibition space is being proposed as part of the application, a concept for
stormwater management should be included with the concept plan. Impervious area additions will
require stormwater management meeting the Water Protection Ordinance requirements.
4. Traffic impacts during special events should be addressed. Depending on the size of the events, a
plan for temporary traffic controls might be necessary.
Architectural Review Board
No objection.
Albemarle County Sewer Authority
No objection.
Rivanna Water and Sewer Authority
No objection.
Building Inspection
SP 2010 -57, Pine Knot Historical Center
No objection.

Virginia Department of Transportation
A commercial entrance in accordance with the VDOT Road Design Manual, Appendix F is required for the
site plan. Please contact VDOT to request an inspection of the entrance.
Health Department
The applicant should work with the Health Department to ensure the proposed composting toilet can be
approved, which will be a condition of approval for the Special Use Permit.
Fire and Rescue Division
No objection.
Comments from each reviewer reflect information available at the time the development proposal was
reviewed, and should not be considered final. However, the Site Review Committee has attempted to
identify all issues which could effect approval of the proposed project.
