RE: Special Use Permits and Rezoning Submittals
Dear Mr. Fritz:
Below are VDOT's comments for the December, 2010 Rezoning and Special Use Permit applications:
SP- 2010 -00014 St. Stephens Church Addition (Joan McDowell)
1. Provide left and right turn lane warrant analysis for the entrance.
2. Show sight distances in accordance with Appendix F of the VDOT Road Design Manual, page F-
35
3. Provide a drainage easement around the relocated culvert under the road.
4. The entrance dimensions need to the in accordance with the VDOT Road Design Manual,
Appendix F, page F -98.
SP- 2010 -00042 David Brown Auto Detailing and Repair (Joan McDowell)
Please contact VDOT to schedule an inspector to meet out on site to evaluate the existing
entrance.
SP- 2010 -00043 Brown Collision Center (Judith Wiegand)
1. Recommend a connection to the adjacent Wilco Hess station to the north.
SP-2010-00044,00045 The Granger Floodplain Crossing #1 and #2 (Megan Yaniglos)
1. Box culvert designs will need to be reviewed by VDOT Structures and Bridge section. Any
revisions or comments that relate to the box culvert designs could require changes to the proposed
impacts of the stream crossings.
SP- 2010 - 00046, 00047 New Hope Community Church (Scott Clark)
1. An exception to the VDOT entrance spacing standards has been submitted to VDOT for review.
2. VDOT planning has recommended that the church explore other options for the entrance prior to
approval. Options include a connection to the north- south section of Dickerson Road that may
not meet the spacing standards or using the existing private Piney Mountain Road for access. If
the private road is considered, the church can bring the road up to state standards to the church

entrance and VDOT can accept it into the state maintenance system. This option would require
existing Piney Mountain Road residents agreement in addition to county approval.
SP- 2010 -00048 Music Festival (Ervin Brennan)
1. No comments.
ZMA- 2010 -00013 Hollvmead Towncenter (Area A -2) (Judith Wieland)
1. It does not appear that letting the approved commercial development prior to the residential will
have a significant impact on the traffic impacts to the road network.
ZMA- 2010 -00014 Hollvmead Town Center (Area A -1) (Judith Wieland)
1. This section of road will immediately serve the proposed commercial development and is an
important link in the overall development. The revised date should not impact the network unless
the ultimate connection to Berkmar is also delayed.
