The following comments area provided. 1. The grading shown on the plan is not consistent with the approved rezoning plan and will not be allowed. [18- 8.5.5.4] The grading necessary to establish the stream crossing must be performed with one plan and must be consistent with approved rezoning plan. Please refer to the comments for the plan submitted in August 2010, WPO- 2010 - 00049, which closer resembled the disturbance which would be allowed for anything short of a full road/site plan for the area. Despite this issue, a review of the remaining aspects of the plan was performed. [17 -204, 18- 8.5.5.4, 18 -4.3] 2. A critical slope waiver for the disturbance proposed on the plan is required. [18 -4.2 and Proffer 9A] 3. Please provide the County with the approval letter from the Army Corps of Engineers for the stream crossing disturbance when it is granted. 4. The plan shows the grading proposed in the road plan "Hollymead TC (Meeting Street Phase III)" (SUB- 2010 - 00141) which will presumably be constructed under the ESC plan for Great Escapes Movie Theater (WPO- 2010 - 00073). These plans must be approved prior to the approval of this application, or else the "existing" grades must be modified to match the last approved plans. If the latter option is chosen, please refer to the previously approved plan's application number. 5. Please provide more information on what is required to cross the stream. Will the culverts be installed entirely from the east bank or will temporary access to the west bank be necessary? Are these culverts to be permanent? If so, they will need to be designed to meet VDOT requirements. If they are to be temporary, they must be designed to pass a 2 -year storm per VESCH 3.24. 6. The silt fence on either side of the graded 650ft access road does not meet state minimum standards. The silt fence as proposed will act as a diversion dike directing sediment laden water to the low point where a blowout will occur frequently. Please refer to County Engineering Commentary #5 and revise the plan accordingly. It appears 4 traps at each corner of the crossing will be required. 7. Please provide a Construction Entrance symbol (CE) at the north end of the plan. [ VESCH 3.02] 8. Please provide Dust Control symbols (DC) throughout the plan. 9. Please provide the calculations for the dewatering orifice. Using the information in the chart in the lower left corner of sheet 4, I found a required orifice diameter of 5 ". 10. The barrel is not large enough for the 35cfs, 25 -year storm. To pass it, a head of —loft is needed when only 6ft is available (25 -year storm cannot reach the 492 contour because no emergency spillway has been provided). 11. Please provide an assessment of just the existing channel from the basin outlet to the stream. A full adequate channel analysis will be required when the final SWM plan is provided.
