Dear Mr. Blackwell,
Thank you for the recent resubmittal for these special use permit applications. Please find review
comments included in this letter. Note that comments for the two special use permits are listed
together in this case.
Please see the attached resubmittal schedule for a list of dates on which you can submit your
revisions and responses to review comments (below and attached), as well as for possible
Planning Commission dates (please note that the listed dates are the earliest possible, but actual
dates need to be selected to suit the revision schedule for each project.)

Planning (Scott Clark)
My previous comments regarding the placement of the proposed drainfields were
intended to address the issue of leaving a cap in the wooded area, which presumably
would require some sort of clearing for access (which is not shown on the plan).

Virginia Department of Health (Josh Kirtley)
I have received New Hope Community Church resubmission and am in agreement with
the proposed septic plan. The only thing that I would say is that I am not sold on the
location of the well due to the proximity to known UST sites in the area. The Department
of Environmental Quality should be consulted before any final well site is chosen. The
submitting engineer and VDH would need to consult with DEQ about this matter. I
would prefer that the well situation be addressed before I am 100% comfortable with the
site plan. [Planning Staff Note: Please provide documentation of DEQ review of this
matter]
Virginia Department of Transportation (Joel Denunzio)
I have reviewed the above referenced submittal and have the following comments:
1. The engineer has submitted information that states the sharing of Piney Mountain
Road for the church access is not an option. It appears that the church has made an
effort to approach the homeowners and it was unsuccessful.
2. The LOS analysis on Route 29 appears to cut the Route 29 peak hour traffic in half
when calculating LOS. I re -ran the analysis and found that the Route 29 NB left turn
has a delay of 8.4 seconds and LOS A and the Route 606 left and right turns has a
delay of 12.8 seconds and LOS of B. The differences in the two analyses are fairly
insignificant.
3. Prior to obtaining a spacing exception for the new entrance, I would like to see a
grade if the entrance were located on Dickerson Road, approximately 200 feet from
the intersection. This may allow the driveway to run in front of the soccer field and
not have too steep of a grade to get back to the road. I believe when VDOT met on
site, we looked at a location farther back that had steeper grades.
