All previous county comments have been addressed. However, we have not yet received approval from VDOT. This plan cannot be officially approved until VDOT approval is given. The ESC bond estimate needs to be updated due to the modifications made to the plan since the previous submittal. Once VDOT approval is received, please provide a Bond Estimate Request Form to either me or Glenn Brooks and indicate whether a road bond is also desired ($250 fee). I'll note that the road improvements shown on this plan must be approved and bonded prior to the approval of the Northwest Residential Area Site Plan (SDP- 2010 - 00021). Please keep in mind that a grading permit for this project cannot be given until the stream crossing plan and associated mitigation plan (WPO- 2009 - 00061) is approved and bonded. After discussing this plan with the Director of Community Development, I would also like to note at this time the concern of County staff regarding the potential limitations at this intersection in relation to the proffered third lane. The current proposed plan appears to account for the width needed to provide this lane on the eastern side of Northbound 29 south of the intersection with Northwest Passage. But, the necessary taper for the reduction from three lanes to two north of this intersection before the bridge will be difficult to implement. I recommend that the applicant work with VDOT to ensure that future improvements that are known to be needed can be installed without much trouble when they become required.
