Preliminary comments for the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Division of Zoning & Current Development (Planner) Albemarle County Division of Zoning & Current Development (Engineer) Albemarle County Division of Inspections (Building Official) Virginia Department of Transportation (VDOT) Albemarle County Service Authority (ACSA) Albemarle County Geographic and Data Services (GDS) Albemarle County Fire and Rescue Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit (4) four [11" x 17"] copies to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by Monday March 14`h, 2011. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65. Long From: Gerald Gatobu, Principal Planner Division: Zoning and Current Development Date: March 2, 2011 Subject: SDP 2011 -00006 Walton Middle School AT &T Tier II PWSF The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of the site plan (tower) referred to above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. Please correct the project data information on sheet T -1. The property is zoned RA Rural Areas and the proposed tower height is 87 feet. All pages that reference the height of the tower need to be revised. The proposed height on page C -2 (under construction notes) is 92 feet. Additionally, add the Magisterial District i.e. Samuel Miller to the project data on sheet T -1. The site information on sheet SP -1 needs to be updated. 2. Per our discussions earlier today, the elevations on sheet C4 need to be updated. 3. I will do some additional research to make sure that the school does not have any special use permits and /or conditions that may be of concern to the placing of this tower on school property. Philip Custer From: Philip Custer Sent: Tuesday, February 08, 20114:36 PM To: Gerald Gatobu Subject: Engineering review of Walton Middle School Cell Tower Site Plan (SDP- 2011 - 00006) Gerald, I have reviewed the Walton Middle School Cell Tower Site Plan (SDP- 2011 - 00006), received 7 February 2011. The only comment I have is that the topographic survey provided by the applicant shows critical slopes being disturbed. As you know, there is no minimum slope height that applicants are permitted to disturb in 18 -4.2, and unfortunately the —3ft tall critical slope on page C -3 triggers the waiver requirement. The applicant should either request a waiver to the Planning Commission or move the entrance to the northwest (-30ft or so). These critical slopes within the VDOT ROW should also be shaded. Please let me know if you have any questions. Charlottesville, VA 22902 Subject: Site Review Meeting Comments March 3, 2011 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the March 3`d, 2011 Site Review Committee Meeting: SDP - 2011 -00005 Belvedere Phase I Block 4A -Final (Summer Frederick) 1. This plan does not proposed any changes to the proposed public roads or entrances and VDOT has no comments. SDP - 2011 -00006 Walton Middle School Bus Loon -Minor (Gerald Gatobu) 1. The site is proposing a new entrance on route 708 which will require a Land Use Permit from VDOT prior to construction. 2. Sight distances as shown in the VDOT Road Design Manual, appendix F will be required prior to VDOT issuing a permit for the entrance. Sight distances need to be shown on the plan. It is recommended that the applicant contact VDOT to evaluate the sight distance prior to the applicant applying for a permit. 3. The proposed culvert at the entrance needs to be designed for the 10 year storm. Please include calculations on with the plan. The culvert needs to meet the requirements in the VDOT Road Design Manual, Appendix F, page F -82. 4. Minimum 20' radial returns are required for the entrance as shown in the reference from comment #3. SDP - 2011 -00009 Belvedere Town Center — Preliminary (Summer Frederick) 1. The proposed mix use was not included in the original Traffic Impact Analysis for Belvedere. An update to the study in accordance with the Chapter 527 TIA Regulations may be necessary for this site. 2. The original plan included a roundabout at the block 2 entrance and Free State Road intersection.. 3. There is a 20 foot storm sewer easement that is not shown on the plan. The proposed commercial buildings are in conflict of the easement and will require relocation to be entirely off the easement.
