I have reviewed the referenced site plan and have the following comments:
Add cross drains to the plan.
2. The road will need to make the connection to Meeting Street before it can be accepted into the state maintenance
system, otherwise it must be designed to a higher volume for pavement widths.
Sheet S -1
3. The stop sign is located about 25 feet from the intersecting roadway. Section 213.06 of the 2003 MUTCD states that
the sign should be placed as close as practical to the intersection. It looks that the CG -12 can be adjusted to
accommodate an appropriate placement of the stop sign.
Sheet S -2
4. Move structures 8A and 10 outside of the proposed right of way. These structures are not maintained as part of the
road and cannot be within the right of way. It also appears that the 6% grade of the road will not accommodate the grate
structure very well. The designer should consider a curb inlet on the low side of the connection to avoid an awkward
pavement transition.
Flanking inlets need to be added for structures 16 and 18 in accordance with the VDOT Drainage Manual, 9.4.6.7.

A drainage easement will be required for the storm sewer within the alley.

7. Right of way needs to be placed a minimum of 1 foot behind the sidewalk in accordance with the VDOT Road
Design Manual, page B(1) -40.
8. Vertical curves on Lockwood Place at stations 10 +88 and 13 +25 do not meet the minimum K values for the design
speed as required by note 8 on the CG -11 standard.
9. Identify the amount of through traffic that is captured on Lockwood Place and modify the pavement design
accordingly.

10. Velocities for storm sewer pipes are 3 f.p.s. minimum according to the VDOT Drainage Manual.
Sheet LL -1
11. Street trees must be placed 30 feet back from any intersection.
