HomeMy WebLinkAboutSP201000010 Review Comments Special Use Permit 2011-02-17*-&A County of Albemarle Department of Community Development Memorandum To: Joan McDowell, Principle Planner From: Glenn Brooks, County Engineer Date: 25 Sep 2010, Rev. 1: 19 Jan 2011 Rev.2: 14 Feb 2011 Subject: Ivy Creek Methodist Church (SP20 10000 10) The special use permit for the expansion of the Ivy Creek Methodist Church on Woodlands Road has been reviewed. Revision 1 comments follow the original comment. 1. (comment of 25 Sep 2010) Stormwater management will need to be provided, as the site area available is small and the requirements are strict in this area of the county. A concept should be included with the special use permit. Drainage will need to be collected from the parking areas and rooftop, and parking areas will need to be surfaced. (Rev: 1) the area designated for stormwater management appears inadequate. (Rev;2) The area has not changed significantly, but the applicant has indicated that other on -site measures may be used to compensate if adequate water quality cannot be achieved in the limited space. The Swale has been removed and instead front parking and building areas will be routed to the faclility. 2. (comment of 25 Sep 2010) Parking areas should be connected with a vehicle travelway, so site circulation does not use the public road. It is recommended that the eastern entrance be removed. (Rev: 1) The travelway around the rear of the site does not meet the width requirements of the ordinance, and does not leave room for the proposed swale. A travelway connecting the parking areas at the front of the site would make more sense. (Rev:2) The travelway has been widened, but will still need a waiver. 3. (comment of 25 Sep 2010) Parking rows should not terminate without a turnaround. This is best accomplished with a travelway around the parking rows. (Rev: 1) This has been partially addressed, but without an island or parking markings, the travelway is not delineated in the field. (Rev.2) This comment has been addressed. 4. (comment of 25 Sep 2010) Islands should be placed at the end of the parking rows next to the entrance travelway. (Rev. 1) Raised islands are needed. Paint striping as shown is not effective, and not even really Albemarle County Community Development Engineering Review comments Page 2 of 2 possible if the applicant receives a waiver to use a gravel surface. (Rev.2) A note has been added addressing this, but the striped areas may be too small to physically construct as raised islands, and parking spaces may need to be adjusted with the site plan. This should be understood with any approvals. (Rev. 1) The sight line shown on the revised plan appears to require an off -site easement. This should be a condition of any approvals. (Rev.2) I could not find that this has been addressed. This site will need to meet the requirements of the zoning ordinance and water protection ordinance with the final site plan. file: E2_ SP_ GEB_IvyCreekMethodist.doc
