Fairview Catholic Diocese AT&T Tier III P\ASF Tax Map 130 Parcel 2A Dear Valerie, Thank you for your recent Special Use Permit submittal for aO eighty two (82) foot tall monopole with three flush mounted antennas and associated ground equipment within a sixty (60) foot by sixty (OO) foot lease area. The information provided with your initial application for a Special Use Permit has been reviewed by the Department of Community Deva|opnlent, including the Planning Division, the Zoning Division and Current Development Division. The Rivanna Water and Sewer Authority has also reviewed the project. Comments are expected from the Virginia Dept. of Transportation, and will be forwarded as soon as they are received. Comments from reviewers are summarized below. Current Dtyt!�� The Planner for the Current Development [ivision of the Albemarle County Department of Community Development will recommend approval of the plan referred tJ above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added oreliminated based 0D further revievv.) [Each comment ia preceded bv the applicable reference tothe Albemarle County Code.] 1. Please add the distances to adjacent properdos (specifically the distance toTK8P13O-8O). Additionally, add the distance from the monopole toScottsville Road (State Route 20). 2. F5.1.40.b.2J If the right of way of a public street is within the fall zone, the Virginia Department of Transportation shall be included in the staff review, in lieu of recording an easement Or other document. | have not received comments from VDOT.Please confirm that the public right of way is not within the tower's fall zone. If the tower's fall zone is within the VDDT right of way, provide evidence that VDOT review and approval has been granted. 3. [5.1.40.(d)2 ] requires that the site provide adequate opportunities for screening, and the facility shall be sited to minimize its visibility from adjacent parcels and streets regardless of their distance from the facility. The Albemarle County Personal Wireless Service Facilities Policy states that personal wireless service facilities should not be located in Avoidance Areas. Applications for personal wireless service facilities in avoidance areas should be SP 2011-8 Catholic Diocese Property AT&T Tier III Valerie Long, April 8, 2011 2 denied unless mitigated, sited, located and designed so as to minimize visibility. This tower is located in an avoidance area. An Avoidance Area is defined as An area having significant resources where the siting of personal wireless service facilities could result /n adverse impacts as follows: /8 any ridge area where e personal wireless service facility would be3kvlioAtect(i8a parcel within aD agricultural and forestal district, (N) e parcel within e historic district; (iv) any location in which the proposed personal wireless service facility and three (3) or more existing or approved personal wireless service facilities w/Vub/be within en area comprised 0fa circle centered anywhere onthe ground having a radius of two hundred (2O0 feet; or(y) any location within two hundred (200) feet ofany state scenic highway or by-way. The tower (entire personal wireless service facility) needs tu mitigated to the greatest extent possible. Trees and shrubs must be planted eo that the tower base will not be visible from Scottsville Rood [State Route 201 entrance oOnidur and scenic highway or by-way. The antennas are flush mounted and the monopole will be painted a brown wood color that will help it blend in with Surrounding trees. 4. F5'1.40.[l7l The the ground equipment cabinet, and the concrete pad shall also &ee Om/Or that closely matches that mf the monopole, provided that the ground equipment and the concrete pad need not beof such e color /f they are enclosed within or behind anapproved structure, fagade or fencing that: (i) is a color that closely matches that of the monopole,- (fi) is consistent with the character of the area; and 08 makes the ground equipment and concrete pad invisible at anK time of year from any other parcel or a 2ublic or 12rivate The ground equipment fencing will need to be screened from Scottsville Road (State Route 20]. The proposed fence shall not be detrimental to the character of the Area. 5. [5.1.40.C.5] A tree conservation plan will be submitted prior to issuance of building permit. The installation, operation and maintenance of the facility shall be conducted in accordance with the tree conservation plan. Comments from Maroaret Maliszewski Architectural Review Board Principal Planner Here are some preliminary suggestions on the landscape issues we discussed at the Catholic Diocese site: Regarding the ground equipment sdthe Catholic Diocese site, the fenced compound is expected iobe clearly visible from the road. A more distant location with more dense vegetative screening in place would be appropriate for the Entrance Corridor. In the proposed |ooatiOn, additional screening should be provided due to the appearance of the lease area and the proximity to the road. The proposed Annahoan Holly and the Burford Holly are not expected to sufficiently mitigate the appearance of the fenced compound. SP 2011-8 Catholic Diocese Property AT&T Tier III Valerie Long, April 8, 2011 3 If the fenced compound is to remain in the proposed location, the following planting recommendations are provided: Burford Holly can grow to 8-12' high and 5-10' wide. Seven any proposed to be planted at 18" high near the entrance. A mixed planting of trees and shrubs is recommended for this area instead, to screen the ground equipment from southbound views and to break up the view of the pole that will be visible at the entrance to the site. The Burford Holly could be one of the shrub species provided. American Holly can grow tu 35-50' tall and 15-25' wide. Six are proposed at 1 3/4" caliper between the site and the road The American Holly is o slow growing tns* and, in tinna. the lower part of the tree may not offer screening. A mix of tall shrubs is recommended in this location instead. Mature height should reach the height of the fenced compound and the equipment cabinet. All proposed trees and shrubs should be located such that the landscaping maintains a fully integrated appearance throughout the site. Shrub planting height should not be less than 30^ Tree planting size should be such that the trees provide some immediate impact. Given the condition of the site (existing tpeeo, shrubs, undergrowth, utilities, etc.) and the proximity ofthe |ooee area to the Entrance Conidor, the eam/stonoe of landscape architect should be considered. We would be happy to consider any different or additional recommendations of the landscape designer. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. Unless you fail to respond within the time periods specified above, a public hearing with the Planning Commission will not be advertised until you advise us that the project \onyodyto proceed toa public hearing. At that time, a legal advertisement will be run in the newspaper and a staff report will be prepared to gntothe Planning Commission. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as o major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention.
