Context The site is located at the east end of the Peter Jefferson Place development adjacent to Route 250 East. Visibility The sign will be readily visible from the Route 250 East Entrance Corridor ARB Meeting Date April 4, 2011 Staff Contact Margaret Maliszewski Project History DATE REVIEW TYPE RESULT 3/7/2011 SP- 2011 -09 A Special Use Permit application was submitted for this proposal. The SP is required due to the proposed off -site location for the sign. (The hospital is located on parcel 78 -20M.) 10/1/2010 ARB- 2010 -05 thru -11 An application was made for signs at various locations internal to the hospital development. None were expected to be visible from the Route 250 East Entrance Corridor. 2/16/2010 ARB- 2010 -08 The ARB reviewed and approved the Martha Jefferson hospital building and site plan. 2004 -2006 ARB sign applications The ARB approved monument signs for Peter Jefferson Place, Hilton Garden Inn, and Topeka's at entrances off of Route 250 East. It is preferred that the base material match one of the primary building materials unless the design of the sign represents itself as a freestanding element complementing the building. The structure of a monument sign shall not overwhelm the sign. The structure and the sign that it supports must be in proportion to each other. Use ground cover, shrubs and/or trees to integrate freestanding signs into the overall landscape development of the site. Refer to the Albemarle County Recommended Plants List. of the proposed sign are used in other monument signs and retaining walls at the entrances to Peter Jefferson Place (see Attachment A). The hospital sign incorporates a much larger proportion of slate than the other monument signs at Peter Jefferson Place, but the part of the sign that includes the largest area of slate will have ground cover at the base, and the overall expanse of slate does not appear to be overwhelming. The cabinet sign makes this monument different than the other Peter Jefferson Place monument signs, but the cabinet is relatively small and helps distinguish the correct entrance for the hospital. The overall sign design, while different than the other nearby signs, still appears coordinated and part of the group, while providing enough difference to distinguish the hospital use. A boxwood hedge and three Amelanchier Serviceberry trees are proposed, extending southward from the sign. The size of the Serviceberry is not indicated on the plans. Groundcover with bulbs is proposed on the east side of the sign, extending from the middle of the sign southward, and on the west side of the sign, from the middle of the sign northward, extending across the northern edge. One maple tree is proposed to be removed to allow for easier visibility of the sign from Route 250. The maple appears to stand in the right -of -way, and the loss of that one tree is not expected to have a significant impact. However, the applicant also proposes to trim back existing to open sight lines. Details Indicate the size of the Serviceberry on the plans. Provide additional information to clarify the extent of overgrowth trimming proposed. Trimming shall be minimal and shall not change the character of the property. The internal illumination of the "Hospital" sign. 4. The use of purple in the sign. Staff recommends approval of the monument sign as proposed, with the following conditions: 1. Indicate the size of the Serviceberry on the plans. 2. Provide additional information to clarify the extent of overgrowth trimming proposed. Trimming shall be minimal and shall not change the character of the property. 3. Add the following note to the plans: The level of illumination provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon. 4.
