Proposal
To reface a pole- mounted cabinet sign; to install new wall signs; to install new window and door awnings
with graphics and signs; to create an entrance "tower" at the northeast corner of the building with a canopy
with signage.
Context and Visibility
The Applebee's restaurant is located in the Branchlands planned development. The Fairfield Inn is located
to the south, Food Lion is located to the southeast, Toys -R -Us is located to the northeast across Branchlands
Blvd, and the Wood Grille Buffet is located to the north across Branchlands Blvd. The Applebee's building
is located on the east side of the Route 29 North Entrance Corridor and sits well below the elevation of the
corridor. Despite this difference in elevation, the restaurant is visible from the northbound lane of 29 and at
the intersection with Branchlands Blvd.

Pre - submittal
When the applicant initially described the project, staff thought it might be
handled as a County -wide Certificate of Appropriateness. When additional
details were received regarding the awnings and lighting, staff determined
that ARB review was required. Staff and the applicant worked together
prior to submittal to make revisions to the standard Applebee's renovation
design that would bring the proposal more in line with the EC Guidelines.
Changes made include: revision of the awning color from yellow to red,
elimination of the LED illumination of the awnings, revision of the
freestanding sign color from red to green, elimination of the apple graphic
from the wall signs, elimination of the stone from the tower, and
maintaining the canopy color at the rear of the building.
PROJECT DETAILS
The Applebee's renovation includes the following changes:
• Remove awnings over windows and to -go entrance, gooseneck lamps over awnings, Applebee's wall sign (channel letters and apple
graphic), and Carside to go wall sign
• Paint remaining goose neck and other wall lamps bronze
• Install new awnings with graphics over windows; install new Carside to go awning
• Create tower at entrance: add red metal gable roof, add downlights in soffit of tower and in entrance canopy, add uplights in entrance
canopy, cover upper part of brick with EIFS in "Armagnac" color, add accent reveals; install new canopy over entrance with
"Neighborhood Grill & Bar" sign illuminated; paint entrance storefront bronze; install new Applebee's channel letters over entrance
• Paint parapet cap red to match proposed tower roof
• Paint service door and gates red to match tower roof

appropriate. EIFS is not a historic
building material and the tower has a

is not detailed in a way that is
coordinated with the brick building.
The addition of the EIFS color makes
the overall design less harmonious than
the existing condition.
The proposed tower would result in the
gable being centered over the door, not
the entranceway (door and sidelight).
This has a non - traditional and
unbalanced appearance.
The relationship between the tower and
the raised part of the parapet on the
north elevation is awkward. The tower
appears too short and too close to the

awnings. Wall lights exist between the
windows and will remain. The
downlights appear to be only for
illuminating the awnings, which tends
to act as signage. If the fixtures are to
be installed, a bronze finish would be
better coordinated with the building.
Uplights are proposed in the canopy at
the tower entrance. They are intended
to illuminate the tower itself. This
additional illumination is not
appropriate in the Entrance Corridor.

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Tower design
2. Awning design
3. Lighting
Staff offers the following comments on the preliminary plan:
1. Reduce the awning size to one that is traditional and revise the awning position so that it has a more traditional relationship to the
window. Awnings shall not overlap or obscure architectural detail.
2. Eliminate the tower as designed. If a tower is required, provide a design that is fully coordinated with the original building design in
material, scale, size, proportion, and detailing.
3. Maintain the green color for the parapet cap. If a tower is required, provide a green roof for the tower that matches the green used
elsewhere on the building.
4. Add this note to the site and architectural plans: Mechanical equipment shall not be visible from the Entrance Corridor.
5. Eliminate the downlights over the awnings and the uplights in the entrance canopy.
6. Clarify and coordinate the drawings regarding the use of a raceway for the Applebee's letters. If a raceway is proposed, indicate on the
drawings that its color will match the color of the wall to which it is attached.
7. Eliminate the apple graphic from the awnings on the north (Branchlands) and west (Route 29) elevations.
8. Awnings shall not overlap or obscure architectural detailing.
9. Limit the Applebee's channel letter sign to 8' in length. Coordinate the architectural and the sign drawings.
10. Eliminate the LED lighting in the channel of the tower canopy.
11. Add this note to the sign drawings: The level of illumination provided by the LED lights will not exceed the illumination produced by a
single stroke of 30 milliamp (ma) neon.
12. Submit the $590 building permit review fee.
