Context and Visibility The Applebee's restaurant is located in the Branchlands planned development. The Fairfield Inn is located to the south, Food Lion is located to the southeast, Toys -R -Us is located to the northeast across Branchlands Blvd, and the Wood Grille Buffet is located to the north across Branchlands Blvd. The Applebee's building is located on the east side of the Route 29 North Entrance Corridor and sits well below the elevation of the corridor. Despite this difference in elevation, the restaurant is visible from the northbound lane of 29 and at the intersection with Branchlands Blvd. ARB Meeting Date April 4, 2011 Staff Contact Margaret Maliszewski HISTORY DATE APPLICATION/REVIEW TYPE RESULT 1994 ARB preliminary and final reviews ARB- The original Applebee's restaurant building at Branchlands was reviewed P(SDP) 94 -28 and ARB- F(SDP) 94 -15 by the ARB in 1994. Feb. 2011 Pre - submittal When the applicant initially described the project, staff thought it might be handled as a County -wide Certificate of Appropriateness. When additional details were received regarding the awnings and lighting, staff determined that ARB review was required. Staff and the applicant worked together prior to submittal to make revisions to the standard Applebee's renovation design that would bring the proposal more in line with the EC Guidelines. Changes made include: revision of the awning color from yellow to red, elimination of the LED illumination of the awnings, revision of the freestanding sign color from red to green, elimination of the apple graphic from the wall signs, elimination of the stone from the tower, and maintaining the canopy color at the rear of the building. If a tower is required, provide a design that is fully coordinated with the original building design in material, scale, size, proportion, and detailing. 3. Maintain the green color for the parapet cap. If a tower is required, provide a green roof for the tower that matches the green used elsewhere on the building. 4. Add this note to the site and architectural plans: Mechanical equipment shall not be visible from the Entrance Corridor. 5. Eliminate the downlights over the awnings and the uplights in the entrance canopy. 6. Clarify and coordinate the drawings regarding the use of a raceway for the Applebee's letters. If a raceway is proposed, indicate on the drawings that its color will match the color of the wall to which it is attached. 7. Eliminate the apple graphic from the awnings on the north (Branchlands) and west (Route 29) elevations. 8. Awnings shall not overlap or obscure architectural detailing. 9. Limit the Applebee's channel letter sign to 8' in length. Coordinate the architectural and the sign drawings. 10. Eliminate the LED lighting in the channel of the tower canopy. 11.
