To revise the approved landscaping at the church site.
Context
The site of the church is bounded by I64 to the north and Route 22 to the south, with Route 250 running close
by at the southwest. The site is part of an area of large farm estates along the Route 22 corridor. Property to the
south includes the former site of the Shadwell Store, the American Legion and the Luckstone quarry, for
which a new entrance was recently constructed. The church is under construction.
Visibility
The church is readily visible from Route 22 and Route 250. It is a large structure on a site whose elevation is
raised above the Entrance Corridor. Topography makes the frontage planting important at this site; plants that
are lower and closer to the building will have less impact on the EC. Planting along the EC will contribute
significantly to integrating the church into the surrounding streetscape and landscape.

A Certificate of Appropriateness was issued for the First Church of the Nazarene and the
associated site development.
DETAILS OF THE PROPOSAL /ANALYSIS
The revised landscape plan proposes to delete some trees and shrubs from the approved plan, and to replace some previously approved
trees with alternate species. With the revisions, the proposed landscaping meets the minimum requirements of the design guidelines. The
relevant guidelines are:

Landscaping along the frontage of Entrance Corridor streets should include the following:
a. Large shade trees should be planted parallel to the Entrance Corridor Street. Such trees should be at least 31 /z inches caliper
(measured 6 inches above the ground) and should be of a plant species common to the area. Such trees should be located at least every
35 feet on center.
b. Flowering ornamental trees of a species common to the area should be interspersed among the trees required by the preceding
paragraph.
c. In situations where appropriate, a three or four board fence or low stone wall, typical of the area, should align the frontage of the
Entrance Corridor street.
d. An area of sufficient width to accommodate the foregoing plantings and fencing should be reserved parallel to the Entrance
Corridor street, and exclusive of road right -of -way and utility easements.

a. Trees should be planted parallel to all interior roads. Such trees should be at least 21/2 inches caliper (measured six inches above the
ground) and should be of a plant species common to the area. Such trees should be located at least every 40 feet on center.

b. Trees required by the preceding paragraph should measure 21/2 inches caliper (measured six inches above the ground); should be
evenly spaced; and should be of a species common to the area. Such trees should be planted in planters or medians sufficiently large

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Impact on the EC of plants proposed near the building.
2. Quantity of plants needed beyond the minimum requirements along the EC frontage to mitigate impacts of the development on the
EC.
Staff recommends approval of a Certificate of Appropriateness for the minor amendment with the following conditions:
1. Add a group of three ornamental trees between the parking lot and the EC, on the south side of the drainfield.
2. Delete the flowering cherry from the plan for consistency with the plant schedule.
