RE: SP200900025 Dover Foxcroft — Church Activities
Dear Janet:
Staff has reviewed your resubmittal for this special use permit request. We have a few questions and comments which
are indicated below.
Please note that I will be out of the office from April 1 through April 15. If you have questions while I am away, please
contact the reviewers directly. We can talk about scheduling public hearing dates once I am back in the office. If you
have questions about the review process while I am away, please contact Joan McDowell, the Principal Planner for the
rural areas.
Planning
Please describe how people will be moved from the existing church parking lot to the Dover Foxcroft site.
For situations when overflow parking will occur at Dover Foxcroft, how many vehicles will the site
accommodate?
Zoning
Zoning comments are forthcoming and will be sent directly to you from the Zoning Division.
Current Development
The following comments have been provided related to how your proposal may or may not be able to meet site plan or
subdivision ordinance requirements in the future by Bill Fritz:
The applicant submitted a site plan SDP 2011 -18. However, this plan shows no physical changes to the site of
any kind. I have spoken with the applicant. They do not propose any additional parking or a change in the
entrance. If no additional parking is required and no change to the entrance is required then a site plan will not
be required. If a site plan is required please see my previous comments.
Engineering and Water Resources
The following comments related to engineering and water resources have been provided by Glenn Brooks:
There are no changes. Please see previous comments /recommendations:
• It is recommended that the parking area and entrance road meet the requirement of the zoning
ordinance and water protection ordinance for a site plan.
• As a matter for consistency, this use would appear to meet the threshold of 250VPH on a state
controlled highway for a traffic impact analysis according to the VDOT administrative guidelines.
VDOT
The following comments from VDOT have been provided by Joel Denunzio:
VDOT inspected the site entrance and sent an e-mail requiring some clearing to the right along the road that
would need to be done for adequate sight distance. The VDOT inspector also informed the applicant that a
VDOT Land Use Permit would be necessary for the clearing. VDOT does not have record of the applicant
applying for a permit but the applicant does state that the clearing has been completed. The applicant needs to
contact the VDOT inspector to verify that the sight distance has been cleared and fill out the necessary
paperwork and pay the fees for the permit.

Resubmittal or Public Hearinu
Within 30 days of the date of this letter, please do one of the following:
(1) Resubmit in response to these comments on a resubmittal date as published in the project review schedule
(the full resubmittal schedule may be found at www.albemarle.org in the "forms" section at the
Community Development page), OR
(2) Request a public hearing be set with the Planning Commission based on the information provided with
your original submittal (a date will be set in accordance with the Planning Commission's published
schedule as mutually agreed to by you and the County), OR
(3) Request indefinite deferral and state your justification for requesting the deferral. (Indefinite deferral
means that you intend to resubmit/request a public hearing be set with the Planning Commission after the
30 day period.)
If we have not received a response from you within 30 days, we will contact you again. At that time, you will be given
10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your application to
a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your
justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a
public hearing based on the information provided with your original submittal.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's
public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary
circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that
have not previously been brought to the applicant's attention. As always, an applicant may request deferral at the
Planning Commission meeting.
