Scottsville VA 24590 RE: SP201000049 Howardsville Campground SP201000050 Howardsville Canoe Livery Dear Mr. Crews: Staff has reviewed your resubmittal for the campground and canoe livery. We have a few questions and comments which are indicated below. Planning As the new design places many of the campsites next to the railroad, are you proposing to use fences or other measures to ensure that campers do not go onto the railroad right -of -way? Such safety measures would make this a stronger proposal for the Planning Commission to consider. Please provide an estimate of how many parking spaces each use (camping and canoeing) would need at peak use, and either show that many spaces on the plan, or show an overflow area capable of accommodating the vehicles that will not fit in the parking lot. Please submit written verification from the Health Department that they will be able to approve your proposed water supply system and portable toilets in the floodplain. We will need to have this information before the first public hearing. Zoning Please see the attached memo from Amelia McCulley. Current Development The following comments have been provided related to how your proposal may or may not be able to meet site plan or subdivision ordinance requirements in the future by Bill Fritz: This development will require a site plan or a site plan waiver. For a waiver to be acted on the applicant needs to make the request and state which provisions of Sections 32.5 and 32.6 they are asking to be waived. (The wavier process is contained in Section 32.3.10.) The parking will need to meet the design standards for parking (such as:paving, striping, sizing, slope and curb and gutter) unless the applicant is granted a wavier of these standards as allowed by Section 4.12.2(c). If the applicant is seeking a waiver they will need to submit the request, provide information on the alternative design desired and submit a justification using the criteria of Section 4.12.2.(c). I again stress that Health Department approval will be required for the site plan and site plan waiver. The applicant should be on notice that this provision cannot be waived. The layout proposed shows very long access trails. (up to 1000 feet from the parking areas). While I appreciate that this is a campground I believe that people will be tempted to drive on these access trails as opposed to carrying tents, coolers and other items this distance. Engineering and Water Resources The following comments related to engineering and water resources have been provided by Glenn Brooks: VDOT The application has been scaled back to a primitive campground, and prior comments no longer appear applicable. No further comments. Resubmittal or Public Hearing If you need to make any changes to your plan before going to public hearing, please follow the resubmission process outlined below. If not, please contact me to discuss scheduling your public hearings. Please note that I will be out of the office from April 1 through April 15. If you need assistance on any of the issues discussed in this letter during that time, please contact the reviewers directly. Resubmittal Instructions: Within 30 days of the date of this letter, please do one of the following: (1) Resubmit in response to these comments on a resubmittal date as published in the project review schedule (the full resubmittal schedule may be found at www.albemarle.org in the "forms" section at the Community Development page), OR (2) Request a public hearing be set with the Planning Commission based on the information provided with your original submittal (a date will be set in accordance with the Planning Commission's published schedule as mutually agreed to by you and the County), OR (3) Request indefinite deferral and state your justification for requesting the deferral. (Indefinite deferral means that you intend to resubmit /request a public hearing be set with the Planning Commission after the 30 day period.) If we have not received a response from you within 30 days, we will contact you again. At that time, you will be given 10 days to do one of the following: a) request withdrawal of your application, b) request N deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention.
