The second submittal of the Hollymead Towncenter Apartments site plan, received on 8 March 2011, has
been reviewed. The following comments are provided:
1. During the review of the preliminary site plan, it was stated that the project met the threshold for
requiring a VDOT 527 traffic analysis. A traffic analysis was not provided at the preliminary
stage, which is normally customary. Instead, the preliminary site plan was approved on the
condition that a traffic analysis be submitted and approved prior to final site plan approval. This
traffic study has not yet been submitted. Before submitting a traffic study, the applicant will need
to meet with the county and VDOT for a scoping meeting.
2. It is my understanding that the ROW for Towncenter Drive and other easements have been
dedicated since the last submittal. Please show the deedbook and pages numbers for the
dedication and easements in the site plan. [18- 32.5.6.1, j, k, and 1]
3. The site plan cannot be approved until the WPO plans are approved. Only one review has been
performed on the WPO plan. A comment response letter to the WPO plan review written by the
applicant was provided with the site plan resubmittal, but no fee was accompanying it. The county
had contacted the applicant and they have elected not to have a WPO review performed by not
providing the required review fee.
4. Engineering review is concerned with the high velocities at the end of the 24" drainage system
from the site. The outlet velocity will likely wash out the riprap placed on the steep slope in the
forebay. Please make a deeper drop manhole right before the outlet into the forebay or grout the
riprap to prevent washout.
