Scope of Work and Project Design
a. Objective:
The objective of the proposed Crozet Historic Survey, located within the County of
Albemarle, Virginia, is to locate, identify, inventory and document approximately 71 properties
that have potential for a future local historic district and prepare the nomination report for the
properties that form an eligible National & State Register District, for the purpose of better
understanding and educating the public about the architectural and social history of the village
known as "Crozet ". (See ATTACHMENT 1 - Proposed Crozet Survey Area)
The documentation will be performed to the established minimum standards of the DHR
as well as the Secretary of the Interior's Standards for Archeology and Historic Preservation
Projects. The grant funding will be used for the procurement of professional services to gather
and organize date from the field, historical research, interviews and the 1995 Historic
Architectural Survey of Albemarle County Villages, confirm the appropriateness of the district
boundary and to develop basic design guidelines for the village.
The community of Crozet was initially developed around the Miller School, a school for
manual labor, and a railroad whistle stop to serve it in 1876. The Crozet railroad stop was
constructed as part of the railroad infrastructure built by the famous French engineer, Col.
Claudius Crozet, who stayed at the Pleasant Green estate (VDHR #02 -2138) while supervising
the construction of four railroad tunnels through the Blue Ridge Mountains in the 1850s.
Several large landowners developed fruit orchards, beginning in the 1850s with the
Toombs family and later, the Waylands, whose first commercial orchard began bearing fruit in
1890. The Albemarle pippin apple was grown in this region and shipped as far as England. In
1912 a large scale cold storage facility was built in the village, which stands today and has been
re -used as housing for the elderly.
While Crozet's history began in the late 1870s, it was the early 1900s that saw a period of great
prosperity and physical development in Crozet. Many of the businesses founded in Crozet after
1900 were directly related to the apple and peach orchard industry. In 1927 the community
leaders decided against forming a town. In recent years the Albemarle County Board of
Supervisors has designated Crozet as a growth area and developed a Master Plan for the village.
This Master Plan calls for a mix of uses and development of an historic district overlay.

b. Expected accomplishments during the project period:
(1) Reconnaissance level survey of approximately 71 properties located within the
proposed study area and confirmation of the district boundary;
(2) Black & white and color photos of every resource;
(3) DSS survey form completed for every resource;
(4) Data entry of every resource into DSS data base;
(5) National /State Register Preliminary Information Form (PIF) prepared;
(6) Nomination Report prepared;
(7) Basic design guidelines for village;
(8) Scripted presentation prepared;
(9) Two(2) public meeting presentations held.
C. Proposed phases of work:
Develop Scope of Work — If awarded the cost share funding, the County of
Albemarle and DHR will meet in Richmond or Charlottesville to develop a scope
of Work by the end of October, 2006.
II Select Consultant — DHR will advertise for proposals using the RFP process.
DHR will evaluate the proposals, with input from County of Albemarle staff, and
will select a consultant by the end of December, 2006.
III Conduct the Survey — The consultant will confirm the potential district survey
boundary and the eligible National /State Register district boundary with input
from the DHR and County of Albemarle staff, and will conduct the field survey
with black & white and color photos taken during the months of January- March,
2007. In advance of the survey work, County of Albemarle staff will send a letter
of introduction on behalf of the consultant and county to the area property owners.
IV Documentation of Survey Work — The consultant will complete DSS survey
forms for each resource, complete data entry onto the DSS data base and complete
the National Register PIF by the end of May, 2007.
V Prepare Nomination Report — The consultant will prepare and submit the

National Register nomination report for approval by the end of September, 2007.
VI Develop Basic Design Guidelines for the Village of Crozet — The consultant
will prepare basic design guideline tailored to the village of Crozet, by the end of
October, 2007.
VII Prepare Scripted Presentaion — The consultant will prepare a scripted
PowerPoint presentation by the end of October, 2007 with a sufficient number of
slides to adequately represent all of the resources in the district and summarizing
the architectural and historical significance of the district.
VIII Hold Public Meetings — The consultant will make presentations of the final
report findings to the Crozet Village property owners & residents and to the Board
of Supervisors by the end of November, 2007. At that point the County my
choose to pursue a local district designation.
d. Why this project is a priority for the County of Albemarle:
As stated earlier, the Albemarle County Board of Supervisors has made Crozet a
designated growth area in its Comprehensive Plan. A Master Plan for the Crozet Village has
been prepared which calls for an historic district overlay to protect the resources in the village. It
is important to identify and document the historic resources of this village as development
continues in the area in order to maintain the identity of the village and its place in the history of
Albemarle County and the State of Virginia.
Another reason this project is a priority is to help the citizens of Crozet and Albemarle
better understand the architectural and social history of the village in order to garner and
maintain support for the designation of Crozet as an historic district at a local, state or national
level.
e. How this project fits into the statewide survey and planning priorities:
(1) This project targets a designated growth are that is ripe for state and/or federal
historic rehabilitation tax credit programs activity;
(2) This project will serve to increase official public recognition, awareness, and
stewardship of historic places representing Virginia's rich and diverse historic
heritage;
(3) This project addresses an area with insufficient or outdated survey data;
(4) This project addresses an area where historic architectural resources are threatened
with demolition or alteration;
(5) This project may be tied to further development of the following thematic
contexts: Transportation; Commerce/Trade and Industry;
(6) This project may lead to greater protection of historic resources throught future

consideration of other such designations;
(7) This project may provide a framework for revitalization of the Crozet community
through the use of preservation tax credits;
Proiect Budget
Consultant fee = $20,000 - $25,000
There are no other costs associated with this project.
Threat to Resources
The designation of the Crozet village as a growth area has caused development to be
directed into that community. The amount of activity in the last two -three years has made
protection of the village resources more critical. This will continue as growth pressures persist in
the county and the population of the village increases.
Description of the Area
Crozet is the largest unincorporated "town" (village) in Albemarle County. It is located
in western Albemarle County along the route of the CSX (formerly C &O) Railroad. The village
consists of several streets centered around the intersection of Routes 810 and 240. Crozet is in
the White Hall Magisterial District of Albemarle County and its historic resources are located
within the Crozet USGS Quad. The Crozet Village survey area is shown on the attached map,
(See ATTACHMENT I).
Future Use of Cost Sharing Proiect Funds
(1) The findings of the survey will be presented to the Crozet community and the
Albemarle County officials.
(2) The report will be made available to local libraries.
(3) The report will be made available on the county's website.
(4) The report will be incorporated into the county's Comprehensive Plan to assiat in
long -range planning.
