HomeMy WebLinkAboutSUB201100026 Review Comments Preliminary Plat 2011-05-06OF ALBS tirRG,,I County of Albemarle Department of Community Development Memorandum To: Gerald Gatobu, Current Development planning and zoning review From: Phil Custer, Current Development engineering review Date: 6 May 2011 Subject: Glenmore Section K213 Preliminary Plat (SUB-2011-00026) The first revision to the preliminary plat for Glenmore Section K213 (SUB-2011-00026), received 11 April 2011, has been reviewed by county engineering. Not all of my comments have been addressed with the latest submittal. However, this preliminary plat is far enough along that it can be approved with the following conditions: 1. Not all critical slopes have been shaded. On the front sheet for the final plat, please provide a table of all non - exempt critical slope disturbance so that total critical slope disturbance can be tracked. 2. The sewer manhole on the boundary of lots 7 and 8 must be moved —20ft uphill so that the new stream buffer is not disturbed. 3. The sewer manhole in lot 2 must be moved 50ft to the south to avoid unnecessary critical slope disturbance or include this disturbance in the note referenced in engineering condition 1. 4. Per the Zoning Administrator's determination, the crossing of Carroll Creek must occur when these 8 lots are platted. The plans for the Special Use Permit for the fill in the floodplain, erosion and sediment control, road construction, stream buffer mitigation, and stormwater management for this work must be approved and bonded prior to the signing of the final plat. 5. An erosion and sediment control plan for the disturbance to construct the sewer line, perform all lot grading, and erect all houses must be approved prior to final plat approval. An amendment to the existing Erosion and Sediment Control Plan (WPO- 2008 -0036) seems like the easiest way to meet this condition. Agreement in lieu of plans will not be relied on for the construction of these 8 lots. 6. A Stormwater Management Plan for the new imperviousness added by this plan must be approved prior to final plat approval. The preliminary plat simply showed the addition of stream buffer on the intermittent stream at the rear of these lots. This is not sufficient. I have provided a sketch of a stormwater management concept that would be acceptable that requires the front half of each house and all of the driveways to drain to the ditch on Carroll Creek Road in addition to the platting of the stream buffer. Biofilters 6 and 8 would then need to be upgraded due to the increased impervious areas.
