Context and Visibility The Applebee's restaurant is located in the Branchlands planned development. The Fairfield Inn is located to the south, Food Lion is located to the southeast, Toys -R -Us is located to the northeast across Branchlands Blvd, and the Wood Grille Buffet is located to the north across Branchlands Blvd. The Applebee's building is located on the east side of the Route 29 North Entrance Corridor and sits well below the elevation of the corridor. Despite this difference in elevation, the restaurant is visible from the northbound lane of 29 and at the intersection with Branchlands Blvd. ARB Meeting Date May 16, 2011 Staff Contact Margaret Maliszewski HISTORY DATE APPLICATION/REVIEW TYPE RESULT 1994 ARB preliminary and final reviews The ARB reviewed the original Applebee's restaurant building at ARB- P(SDP) 94 -28 and ARB- F(SDP) Branchlands in 1994. 94 -15 Apr. 4, 2011 Preliminary ARB review of the The ARB provided comments for the applicant's next submittal. The action proposed renovation and signs letter is included as Attachment B to this report. PROJECT CHANGES Changes to the proposal since the last review include: • The tower has been redesigned. • The tower roof shape and color have been changed. • The awning size has been reduced. • The size of the apple graphic on the awnings has been reduced. • The parapet cap color has been changed back to green — the existing color. • Downlights over the awnings, uplights in the canopies, and LED lighting in the channel of the tower canopy have been deleted. • The channel letter sign has been reduced in length. • An internally illuminated apple logo has been added to the channel letter sign. ANALYSIS The ARB action from the April 4, 2011 review included twelve comments on the proposed renovation and signs (Attachment B). The applicant satisfactorily addressed comments 3 -6 and 8 -12. Those comments, and the applicant's corresponding revisions, do not involve significant design issues and, therefore, those comments are not included in the following analysis. Comments 1, 2 and 7 have also been addressed by the applicant. Because those comments comprise major design issues, the applicant's revisions are included in this analysis. 4/4/11 Comment ISSUE RECOMMENDATION 1 Reduce the awning size to Overall, the size of the awnings proposed for the windows on the None. one that is traditional and north (front) and west elevations has been reduced. The apple logo over the channel letter sign and its illumination. 3. The apple graphic on the awnings, the multiple colors of the graphics, and the revised size of the graphics. Staff recommends approval of a Certificate of Appropriateness for the Branchlands Applebee's renovation and signs, including the apple graphics on the awnings as illustrated. A smaller graphic may be building and the side facing the Kroger parking lot would receive the acceptable. awnings. (The elevation facing the Kroger is not visible from the Route 29 Entrance Corridor.) Two of the three awnings would have a multicolor apple; the remaining four would have apples in a single, dark red color. The graphic occupies the lower right corner of each awning. The graphic has been reduced in size from 3'9" tall x 5' 6" wide to 1'10" tall x 2'9" wide. This smaller size occupies approximately 16% of the awning area. The reduction in size decreases the tendency to view the awnings as signage. Given the smaller size of the graphic and the level of anticipated visibility from the EC, the apple graphics are not expected to have a negative impact on the Route 29 Entrance Corridor, either in the single- or multi -color versions. New information ISSUE RECOMMENDATION * Apple logo for the channel An apple logo has been added above the first "p" in the Applebee's None. letter sign channel letter sign on the tower. The graphic is intended to be internally illuminated with LEDs. The letters were reduced in length as requested, and the size and placement of the graphic appear to allow for sufficient clear space around the entire sign, while maintaining a balanced appearance for the sign in the tower elevation. The apple measures 201 /a" wide x 271/2" tall. Because it appears appropriately scaled and integrated with the letters, internal illumination is not expected to have a negative impact in this location. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The revised tower design. 2. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Reduce the awning size to one that is traditional and revise the awning position so that it has a more traditional relationship to the window. Awnings shall not overlap or obscure architectural detail. 2. Revise the tower as designed. Provide a design that is fully coordinated with the original building design in material, scale, size, proportion, and detailing. Stone coordinated with the existing materials is a reasonable approach. A hipped roof or a double -gable would be more in keeping with the corner condition. 3. Maintain the green color for the parapet cap. If a tower is required, provide a green roof for the tower that matches the green used elsewhere on the building. 4. Add this note to the site and architectural plans: Mechanical equipment shall not be visible from the Entrance Corridor. 5. Eliminate the downlights over the awnings and the uplights in the entrance canopy. Downlights may be located on the wall between the awnings. 6. Clarify and coordinate the drawings regarding the use of a raceway for the Applebee's letters. If a raceway is proposed, indicate on the drawings that its color will match the color of the wall to which it is attached. 7. The apple graphic as proposed is not appropriate. A smaller graphic may be acceptable. 8. Awnings shall not overlap or obscure architectural detailing. 9. Limit the Applebee's channel letter sign to 8' in length. Coordinate the architectural and the sign drawings. 10. Eliminate the LED lighting in the channel of the tower canopy. 11. Add this note to the sign drawings: The level of illumination provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon. 12. Submit the $590 building permit review fee. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org /planning. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. If you have any questions concerning any of the above, please feel free to call me.
