The Planner for the County of Albemarle Division of Current Development will recommend approval of the plan
referenced above once the following comments have been satisfactorily addressed (The following comments
are those that have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.): [Each comment is preceded by the applicable reference, which is to the
Subdivision /Zoning Ordinances unless otherwise specified.]
1. [32.5.6(a)] Please provide north point on all sheets, correct the Sheet Index and the total number of sheets,
provide zoning and present use information for adjacent parcels, provide departing lot lines, correct the
setbacks listed on the Cover Sheet (30' Building and 10' Parking on both roads), demonstrate the setback
lines graphically on the plan, and provide building separation requirement information. Please note that the
two parking spaces along Route 29 do not appear to meet the 10' minimum setback.
2. [32.5.6(b)] Provide the maximum square footage of each use and maximum number of employees on the
Cover Sheet, correct the car wash square footage listed in the uses and areas chart (should match what is
indicated on the layout plan), correct the convenience store square footage in the parking schedule (should
match what is indicated on the layout plan), and list the maximum amount of paved parking and vehicular
circulation areas on the Cover Sheet. Please also note that the area adjacent to a gas pump does not
qualify as a parking space. Demonstrate that the required parking is provided on the layout plan.
3. [4.12.16(e)] Add parking bumper blocks in the spaces adjacent to the sidewalk in front of the store.
4. [32.5.6(e)] Add the information requested in 32.7.9.4.c.2, `Small groups of trees and individual trees of six
(6) inch caliper or greater, or ornamental trees of any size, indicated by common name, approximate caliper
and location'. Please also provide this same information for any other plant you plan to use to meet the
requirements of section 32.7.9.
5. [32.5.60)] Provide the location and size of all existing water facilities and easements.
6. [32.5.6(k)] Add the proposed layout for water facilities.
7. [32.5.6(m)] Provide the location of existing and proposed ingress to and egress from the property, showing
the distance to the centerline of the nearest existing street intersection.
8. [32.5.6(n)] Indicate the dimensions and height of the gas canopy structure, provide location and
dimensions of any fences and trash containers, indicate the location of all outdoor lighting on the layout plan
to verify that conflicts aren't present, dimension any landscaped areas, dimension all parking spaces and
associated circulation, and provide and dimension a loading space.
9. [32.5.6(p)] Please revise the landscape plan so that it conforms to Section 32.7.9.
• [32.7.9.4(b)] Show, label and provide all information requested in this section for any trees and shrubs
to be saved and used for meeting the landscape requirements.
• [32.7.9.4(c)2] As requested in comment #4, please show and provide the requested information on all
existing trees 6" caliper or greater and all ornamental trees.
• [32.7.9.5(b)] Label all pervious areas of the site with whatever material will be used to provide
permanent protection from soil erosion.
• [32.7.9.6(c) & 32.7.9.7(a)] Provide street trees in conformance with both of the noted code sections.
Entrance corridor requirements may be different than those listed in theses sections, and would take
precedent over this section of the code. Please correct the total number of street trees required in the
`Plant Requirements' (says 8, should say 13), and indicate graphically on the plan which existing trees
will remain along with the type and size. I recognize the difficulty with fitting street trees in the existing
configuration of planting areas, but the requirement still remains. If street trees cannot be provided
along the streets, then an alternate solution needs to be agreed upon by all parties involved.
• [32.7.9.7(b)] Provide interior parking lot landscaping that meets this section of the code. The five (5)
percent area refers to square footage of planting beds, not canopy as indicated on the plan. Please
make this correction on the plans. This plan only provides for one large shade tree, the other trees
provided are classified as either `small' or `ornamental'. Please provide the required number of trees
(select a species from the County's approved plant list in either the large or medium shade tree
category). Please also demonstrate your method of calculation for the paved parking and vehicular
circulation area number, as I am coming up with something closer to 35,000 sf.
• [32.7.9.8(c)3] Add screening as described in section 32.7.9.8.a for both the loading area and the
dumpster.
• [32.7.9.9(a)] Provide the required 10% tree canopy. As mentioned previously, if you plan to use
existing plant material toward meeting this requirement, it must be shown on the plan. The type and
size should also be listed in the plant schedule.
• [Comment] Some of the plant species indicated on the landscape plan will likely not survive or perform
well in such an intense commercial setting. The sugar maple in particular could even be destructive to
site improvements. You may want to consider some alternative species. I can provide some
suggestions if you need any.
10. [32.6.6(d)5] Add a legend showing all symbols and abbreviations used on the plan.
11. [32.6.6(e)] Provide information on the radius of all curb returns.
12. [4.17.4(a) & 4.17.4(a)1] Supply manufacturer's cut sheets on all light fixtures for determination of lumen
level. Also provide a luminaire schedule that clearly lists the catalog number for coordination with the cut
sheets, lumen information for each fixture, and tilt of the fixture (if any).
13. [4.17.4(b)1] Revise the lighting plan so that spillover onto public roads does not exceed one -half
footcandle.
14. Please include this standard lighting note on your plan, `Each outdoor luminaire equipped with a lamp that
emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and away for adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -
half footcandle'.
